The Director's decision included the following: "PACE Program as proposed allowed as an Accessory Use. Primary & Secondary uses allowed as listed in request memo dated March 9, 2024." The March 1, 2024 memo submitted by PacificSource included the following Accessory Uses: "PacificSource PACE Program Administrative professional or business offices including medical clinics" This second Pre -certification request seeks the Director's approval that Lane County Health & Human Services would be allowed at 555 International Way. Development Site Location The development site is shown on Assessor Map 17-03-15-30, tax lot 600 and 17-03- 15-40, tax lot 700. Currently, PacificSource Corporate Headquarters occupies at least 50% of the gross square footage on the development site. Portions of Building B (west building) are leased for Trillium Community Health Plan offices and Wayfair call center. The PacificSource corporate headquarters is the primary use on the development site and will continue to occupy at least 50 percent of the total building square footage. PacificSource owns and manages the property with control over all leases and tenants in the buildings. Lane County Health & Human Services Lane County Health & Human Services is looking for space and expressed an interest in locating in the PacificSource Building B (west building) at 555 International Way. Lane County Health & Human Services considered for the PacificSource site include LaneCare behavior health care managers that service PacificSource Medicaid members in Lane County and Children & Adolescents programs. LaneCare would be approximately 20 employees. The Children & Adolescent Programs would be approximately 40 employees. Lane County would lease from PacificSource approximately 10,000 square feet or about 2.5 percent of the total building square footage on the development site. PacificSource would remain the Primary use. Lane County Health & Human Services currently have offices in multiple Eugene locations. They are looking to consolidate and move to one location in Springfield. The staff do see clients by appointment in the office, but spend about half of their time in the field. Lane County Health & Human Services currently work closely with PacificSource as one of their Coordinated Care Organizations for PacificSource's Medicaid line of business and assist PacificSource Members with needs. The two buildings on the development site are designed to provide shared use of parking, pedestrian access to transit stop, service delivery area, cafeteria, outdoor courtyard, and other amenities. The Lane County Health & Human Services offices would be designed to provide security for the tenant's space but also be integrated with PacificSource, the PACE Program, and other tenants.
