ITEM TITLE: BID AWARD FOR PROJECT P21192, 2024 MAINTENANCE HOLE
REHABILITIATION PROJECT.
ACTION
REQUESTED:
Approve or reject the following motion:
TO AWARD THE SUBJECT CONTRACT TO H&J CONSTRUCTION, INC. IN
THE AMOUNT OF $ 115,000.00.
ISSUE
STATEMENT:
Five bids were received on this project. Contract award is now necessary to enable
work to proceed.

DISCUSSION/
FINANCIAL
IMPACT:
Work consists of twenty-two (22) minor adjustments of maintenance holes at
various locations in Springfield. Construction activities involve saw-cutting around
existing maintenance holes, removal of existing pavement, replacing maintenance
hole frames and lids, and resetting frames and lids in new early-strength concrete to
match existing road grade to create a smooth travel surface.
The following bids were received and opened on May 28th, 2024.
H&J CONSTURCTION, INC. $115,000.00
WICKWIRE CONTRACTING LLC. $148,336.00
AB UTILITY CONTRACTOS, INC. $190,164.00
ANGELO UNDERGROUND $219,577.00
REALM, INC dba REALM MINING $360,000.00
H&J Construction, Inc. is the lowest bidder. Bid Award is necessary to move
forward with the contract and start construction.
Funding for this project will come from local sanitary sewer funds.

UNIT PRICE
It is the policy of the City of Springfield to award Contracts to the Responsible Bidder submitting the lowest
Responsive Bid. The City of Springfield reserves its right to reject any or all bids not in compliance with all
prescribed public bidding procedures and requirements, waive minor irregularities not affecting substantial
rights, and may reject for good cause any or all bids upon a finding of the City of Springfield that it is in the
best public interest to do so, and accept such bids that in the opinion of the Springfield City Council are in
the best interest of the City of Springfield. Please be informed that the City intends to award a contract to the
Bidder so designated.
