HomeMy WebLinkAbout2024 06 04 Planning Commission Minutes Planning Commission Minutes – June 4th, 2024 1 Springfield Planning Commission Minutes for Tuesday, June 4th, 2024 Work Session 6:00 pm Meeting held in Council Chambers (City Hall) and via Zoom Planning Commissioners Present: Chair Rhoads-Dey, Vice Chair Buck, Salazar, Stout, Thompson, Webber, and Schmunk Absent – None Staff: Sandy Belson, Comprehensive Planning Manager; Sarah Weaver, Planning Commission Assistant; Kristina Kraaz, Assistant City Attorney; Jeff Paschall, Community Development Director; Molly Markarian, Senior Planner Chair Rhoads-Dey called the Work Session to order at 6:02 p.m. Item(s): • Wastewater Master Plan Staff: Molly Markarian, Senior Planner / Jeff Paschall, Community Development Director 45 Minutes Molly Markarian / Staff: gave a presentation on the final draft 2024 Wastewater Master Plan. Although the Wastewater Master Plan is not a land use plan, it is being presented to the Planning Commission due to the importance of facility master planning as an essential component that the City uses for planning future growth. This will give the Commission the opportunity to become aware of the most recent analysis of the existing and future needs of the City’s wastewater collection system. Furthermore, the Planning Commission participates in the review and making a recommendation to City Council on the Capital Improvement Program, and the Public Facilities and Services Plan, which include projects that derive from the Wastewater Master Plan. In 2022, the Commission provided comment as the Committee for Citizen Involvement on the project’s Community Engagement Plan. Staff answered questions from the Commissioners regarding: * How the project team arrived at using a 3% growth in population density in the R-1 land use districts to account for missing middle housing. * Does the intergovernmental agreement with the City of Eugene regarding pump stations stipulate that Eugene staff are responsible for maintenance, and is it funded by Springfield? * Since everything is governed by one national permit, are local nuances factored into this [NPDES] permit, such as population? * Are all of the recommended pump station improvement projects for new pump stations? Is there any way for the Wastewater Master Plan to contemplate the potential impacts of said densification on the wastewater collection system? * What if someone wants to develop in a greenfield site where there is currently no capacity to serve that area? * Is infiltration still a problem and is it possible to pinpoint where points of infiltration are coming from? * Is there a tiered schedule for wastewater user fees and system development charges? Chair Rhoads-Dey called the Regular Session to order at 6:48 p.m. Planning Commissioners Present: Chair Rhoads-Dey, Vice Chair Buck, Salazar, Stout, Thompson, Webber, and Schmunk Absent – None ADJUSTMENTS TO THE AGENDA – None PLEDGE OF ALLIAGENCE – Led by Chair Rhoads-Dey APPROVAL OF THE MINUTES - Approved • May 21st, 2024 BUSINESS FROM THE AUDIENCE - None REPORT OF COUNCIL ACTION - Commissioner Stout reported on the June 3rd City Council meeting. BUSINESS FROM THE PLANNING COMMISSION Commissioner Stout: reported that he will be leaving the Planning Commission and will become a member of the City Council as of January 2025. He intends to maintain his Planning Commission posting until the end of this year. BUSINESS FROM THE DEVELOPMENT AND PUBLIC WORKS DEPARTMENT Planning Commission Minutes – June 4th, 2024 3 Sandy Belson / Staff: confirmed that the commissioners will be meeting on June 18th for a Work Session on Climate Friendly Areas. On July 2nd, the Planning Commission will be meeting for a Public Hearing during the Regular Session on a Plan Amendment Zone Change. It is unclear at the moment, if we will be meeting for a Work Session beforehand. ADJOURNMENT – 6:58 p.m.
