HomeMy WebLinkAboutApplication Applicant 6/5/2024Floodplain Overlay District Development Submittal Requirements Checklist – Response 2640 Hayden Bridge Road Springfleld, Oregon 97477 City of Springfleld Development and Public Works 225 Fifth Street Springfleld, OR 97477 Subject: Floodplain Overlay District Development Submittal Attention: City of Springfleld, Development and Public Works This letter supports the Floodplain Overlay District Development Submittal Requirements Checklist for the property located at 2640 Hayden Bridge Road Springfleld, Oregon 97477. The accompanying deed for the property shows the applicants, Jordan Vesper and Rachael Love, have exclusive ownership and control of the property and are acting on their behalf. Narrative: The proposed development includes adding additional square footage to an existing single family dwelling in accordance with the architectural plans submitted to the City of Springfleld. The architectural and structural design are in compliance with Floodplain Overlay District Development Standards as described in SDC 3.3.430. The additional square footage added to the existing single family dwelling will be anchored to a reinforced concrete foundation and the accompanying structural calculations show that lateral movement from hydrodynamic and hydrostatic loads will be minimized in accordance with SDC 3.3.430(A). All electrical, mechanical, plumbing and other equipment included in this project application will be elevated at or above the base fiood elevation, or designed and installed to prevent water from entering or accumulating within the components and to resist hydrostatic and hydrodynamic loads and stressing, including the effects of buoyancy, during conditions of fiooding in accordance with SDC 3.3.430(A)(4). All water supply, sanitary sewer, and on-site waste disposal systems shall be installed in accordance with SDC 3.3.430(A)(4)(b) . There are no tanks, streets, or subdivision proposals associated with this project application. The accompanying plot plans show the nature, location, dimensions, elevation of the development area of the existing and proposed single family dwelling. There is no flll anticipated as part of this construction, and excavation will only be for the exterior reinforced concrete foundation, and footings for the proposed deck. Excavation depths will be between 1-1.5 feet deep, and approximately 2 feet in width for the perimeter of the proposed addition, and single point locations of the same dimensions for the deck footings. Approximate volume of excavation is 14 cubic yards. There will be no storage of materials on-site, other than an enclosed utility trailer for tools and supplies. All large items will be directly installed as they arrive on-site. In accordance with FEMA’s Floodplain Map the base fiood elevation in NGVD88 is 458.04’ relative to the mean sea level and zoned AE. The lowest fioor elevation, at all corners of the structure, is proposed to be no less than 459.04’. The structure will be wet fioodproofed in accordance with FEMA. This will utilize fiood damage resistant materials below the design fiood elevation, raise utilities and important contents to or above the fiood protection level, install and conflgure Floodplain Overlay District Development Submittal Requirements Checklist – Response 2640 Hayden Bridge Road Springfleld, Oregon 97477 electrical and mechanical systems to minimize disruptions and facilitate repairs, install fiood opening to equalize the hydrostatic pressure exerted by fioodwaters. Other Permits: Other local permits are required for this project and applications have been submitted to the City of Springfleld’s Development and Public Works group. Floodproofing Certification: No fioodprooflng certiflcation is required, as this is a residential structure, and not bound by the requirements of SDC 3.3.430(B)(3)(c). Floodway: Subject property is not within a fioodway. Watercourse: Subject property is not within or the channel or banks of an identiflable watercourse. Substantial Improvement Calculation: FEMA, Unit 8, Substation Improvement and Substation Damage, deflnes substation improvement as the cost of improvement divided by the market value of the building. Market value is deflned as the “price a willing buyer or seller agree upon”. The market value of the structure is deflned by the priced the sellers and buyers agreed to in November, 2023 during the sell of the subject property. Below is the substantial improvement calculation: Market Value of the structure $455,000 (Zillow) Improvement Cost $200,000 (contractor provided bid) $200,000/$455,000 = 0.44 (44%). Since this percentage is below 50, in accordance with FEMA’s Substantial Improvement guidelines, this project would not qualify as a substantial improvement.
