SPRINGFIELD ECONOMIC DEVELOPMENT AGENCY
HELD MONDAY APRIL 22, 2024
The Springfield Economic Development Agency (SEDA) met in person and via Zoom on Monday, April
22 at 7:15 p.m., Chair Rodley presiding.
CALL TO ORDER
Chair Rodley called the meeting to order at 7:15 pm with roll call. A quorum was present.
ATTENDANCE
Present were Chair Kori Rodley, Vice Chair Victoria Doyle, Board Members Sean VanGordon, Michelle
Webber, Steve Moe, Beth Blackwell, David Loveall, and Joe Pishioneri.
STAFF PRESENT
Assistant City Manager Niel Laudati, City Manager Nancy Newton, City Attorney Mary Bridget Smith,
Staff Liaison and Economic Development Manager Allie Camp, Interim City Recorder Allyson Pulido.
CONSENT CALENDAR
1. MINUTES
a. April 8, 2024 Regular Session Minutes
2. RESOLUTIONS
MOTION: Vice Chair Doyle moved to approve the Consent Calendar, seconded by Board Member
Pishioneri. The motion passed unanimously with a vote of 8 for 0 against.
COMMUNICATIONS

NEW BUSINESS
None
OLD BUSINESS
1. Past Payments of System Development Charges
Ms. Camp gave an overview of the program status.
MOTION: Vice Chair Doyle moved to approve a resolution retroactively assuming payment of certain
system development charges as established by Springfield municipal code section 3.406 for the period
from July 1, 2014 through December 31, 2023, seconded by Board Member Pishioneri. The motion
passed unanimously with a vote of 8 for 0 against.
2. Downtown Real Property Agreement
Board Member David Loveall recused himself.
Ms. Camp gave an overview of the draft option of the Bank property offer.
MOTION: Vice Chair Doyle moved to approve an adjustment to the sale price term within an option
agreement with U.S. Bank for one tax lot in downtown Springfield Map 17-03-35-3, Tax lot 11200,
seconded by Board Member Pishioneri.
The motion passed unanimously with a vote of 7 for 0 against, One abstention (Loveall)
ADJOURNMENT
Meeting was adjourned by Chair Rodley at 7:24 pm.
