ISSUE STATEMENT: In accordance with the franchise agreement, Sanipac has requested an increase in rates effective July 1, 2024 based on the CPI increase and other operating cost increases. ATTACHMENTS: 1: Council Briefing Memorandum 2: Rates – Current vs Proposed 3: Consumer Price Index Historical Data (from Sanipac) DISCUSSION/ FINANCIAL IMPACT: Per the franchise agreement, last updated in 2017, Sanipac can propose an annual fee increase. Sanipac has taken into consideration increases in their operating costs, increases to landfill tipping fees charged by Lane County, and the impacts to the Springfield community, and has proposed an 4.21% fee increase. COUNCIL GOALS/ MANDATE: Provide Financially Responsible and Innovative Government Services BACKGROUND: Annual Rate Adjustment: Under section 16.1 of the City’s Franchise Ordinance, Sanipac can request rate adjustments prior to June 30th of each year. This section states several factors that may be used to determine the rate, including, but not limited to: • Rates charged by collection services in other Oregon cities • The most recent January Consumer Price Index (CPI-U) for Portland, OR • The current schedule of any rates required by Lane County • Proposals made by franchisee regarding an appropriate rate schedule Requested Rate Change: Sanipac is requesting an 4.21% rate increase that is tied directly to the January Consumer Price Index. While looking at their estimated costs, Sanipac calculated approximately a 11.7% overall increase in labor, and a 16.5% increase in Parts & Materials. In the most commonly used 35- gallon residential container, the proposed increase of 4.21% would result in a $0.93 increase in the monthly rate from $22.03 to $22.96. These proposed changes to the solid waste section of the Master Fees & Charges Schedule will take effect July 1, 2024. The complete rate schedule, including a comparison between current and proposed rates, can be found in Attachments 2 of this packet. To provide historical context, the table below shows the solid waste rate adjustments in Springfield over the past several years. Attachment 1 Page 1 of 2 MEMORANDUM Page 2 Rates Charged in Other Cities: As described in the franchise, rates charged by collection services in other Oregon cities may be considered when determining rate adjustments in Springfield. Staff have compiled a list summarizing the rates approved in other communities for the most popular service (35 gallon residential service with weekly pickup). Due to a range of factors influencing the rate structure in other communities, it is difficult to provide a true comparison. However, this information does provide a sense of Springfield’s relative cost for residential service compared to other Oregon communities. Attachment 3 to this packet includes a summary, provided by Sanipac, of data from the Bureau of Labor Statistics for the CPI-U Western Region, for Size Class B/C cities. This data indicates an increase of 4.21 % as of January 2023. Sanipac staff will be present at the work session to discuss their request.
