ITEM TITLE: BUDGET COMMITTEE INTERVIEWS
ACTION
REQUESTED:
Conduct interviews for one vacancy on the Budget Committee for Ward 3.
ISSUE
STATEMENT:
With the term expiration of the Ward 3 Budget Committee member, applicants
were sought to fill the vacancy. Only one application was received from another
ward. The application period was extended to March 29, 2024, and an application
was received from a Ward 3 citizen. The first applicant, Ashlee Hicken from Ward
5, was interviewed at the March 11, 2024 work session.

FINANCIAL
IMPACT:
Recruitment for this vacancy opened on January 5, 2024 and closed on February 26,
2024. During the initial application period, one application was received from a
candidate in Ward 5. The application deadline was extended to March 29, 2024. An
application was received from Michael Roemen, Ward 3, during the recruitment
extension.
Council interviewed Ashlee Hicken, the applicant from Ward 5, at the March 11,
2024 work session. Michael Roemen from Ward 3 will attend tonight’s work
session to be interviewed by Council. Though the Budget Committee Charge
(Attachment 4) describes appointments by Ward, this is not a requirement of State
Law and the Council may choose to appoint any individual from the list of
applicants.
Outreach efforts for this recruitment included the following: the City Manager’s
Office shared these opportunities multiple times on the City’s social media, news
releases, posting to the News section of the City website, and posting to the
dedicated Boards, Commissions, and Committees webpage.
The appointee will serve a three-year term that will expire on December 31, 2026.
The City’s charge for the Budget Committee (Attachment 4) states as a qualifier
that six members from the Council and six citizens by Ward shall make up the
Budget Committee (Citizen members may not be officers, agents, or employees of
the City, per ORS 294.336(4)).
Budget Committee Interview Questions
1. Why are you interested in serving on the Budget Committee?
2. While all of the Springfield services seem to have strong support from different areas of
the community, it is often necessary to prioritize services for budgetary reasons. How
would you go about the task of establishing priorities among services?
3. If you were on the Budget Committee and were looking at one of the City’s services to
decide how much should be funded through general taxes and how much through
specific fees on customers, what questions would you want to have answered in order
to make your decision?
4. How do you think the work of the Budget Committee will improve our community?
