HomeMy WebLinkAboutItem 16- Ice Storm Debris Clean Up Emergency Contracts AGENDA ITEM SUMMARY Meeting Date: 4/1/2024 Meeting Type: Regular Meeting Staff Contact/Dept.: Ben Gibson/DPW Ops Staff Phone No: 541.726.2197 Estimated Time: 5 minutes S P R I N G F I E L D C I T Y C O U N C I L Council Goals: Provide Financially Responsible and Innovative Government Services ITEM TITLE: Ice Storm Debris Clean Up Emergency Contracts ACTION REQUESTED: Authorize the City Manager to provide payment for services rendered with Cummings Tree Service for tree debris cleanup which occurred during the 2024 Ice Storm in the sum of $556,800.00. A declaration of a state of emergency was ratified by the City Council in Resolution 2024-02 and extended in Resolution 2024-07, which both authorized emergency procurement. ISSUE STATEMENT: The 2024 Ice Storm that hit the Willamette Valley severely compromised Springfields transportation network and the safety of the community due to mass tree damage from fallen trees and branches into the right of way. The need to get streets cleared was a priority so emergency personnel could reach residents who needed assistance and allow residents to move safely throughout the city. ATTACHMENTS: 1. Emergency Procurement Justification S3560 DISCUSSION/ FINANCIAL IMPACT: The magnitude of tree damage and debris that affected the Springfield community was at a level well beyond what Operations Maintenance personnel could handle on their own in a reasonable amount of time. Within the first 72 hours of the storm, it was very clear that contractual assistance would be necessary to assist Operations with hazard tree mitigation and debris cleanup from the right of way.
