HomeMy WebLinkAboutItem 15- Bike Share Proposal AGENDA ITEM SUMMARY Meeting Date: 4/1/2024 Meeting Type: Regular Meeting Staff Contact/Dept.: Drew Larson/DPW Staff Phone No: 541-726-3661 Estimated Time: 5 Minutes S P R I N G F I E L D C I T Y C O U N C I L Council Goals: Promote and Enhance our Hometown Feel while Focusing on Livability and Environmental Quality ITEM TITLE: RATIFY BIKE SHARE PROPOSAL ACTION REQUESTED: Discuss and vote to authorize the Community Development Division Director to negotiate a contract with Cascadia Mobility to allow PeaceHealth Rides to expand into downtown Springfield for a 3-year pilot program. ISSUE STATEMENT: City Council discussed expanding PeaceHealth Rides bike share in Springfield on 2/26/2024 and asked staff to return with a memo addressing socio-economic data of existing users, revised City Council check-in schedule, and to include the operating budget and funding gap as one of the metrics of success. Cascadia Mobility, the operator of PeaceHealth Rides, does not collect socio- economic data from its users. However, the operator provides an Access Plan which is a free membership program for people that receive services from a variety of community-based organizations or that receive low-income transit passes. As of March 11, 2024, there are 363 regular monthly subscribers and 98 active Access Plan members which is approximately 27% of monthly subscribers. Most users, 31,118, have a pay as you ride membership. The original staff check-in with City Council was planned for year three to determine the expansion’s success in downtown Springfield by comparing the first-year baseline data against the second year’s data and identified metrics. However, Council and the Mayor wished to have a check-in after the first year of operation to review the baseline data and 2025 operating budget. Staff will return after one full year of operation to report the baseline data and review the 2025 budget. Lastly, Council and the Mayor wished to expand on the proposed metrics of success to include a review of the operating budget and monitoring the funding gap. The three metrics of success are: 1. Number of trips that begin and/or end in Springfield; 2. Results from Downtown business owner and community feedback surveys; and 3. Monitor the operating budget and ongoing funding gap. ATTACHMENTS: 1: Proposed Downtown System Map DISCUSSION/ FINANCIAL IMPACT: City staff requests City Council authorize the Community Development Division Director to negotiate a contract with Cascadia Mobility including a payment of $16,500 to cover one year of operation of PeaceHealth Rides in Springfield. Staff has identified existing cost savings within the existing Transportation Planning Budget that will cover the one-time contribution for the 2024/25 operating year.
