a. Approve a motion to award the contract for a Falcon 4-Ton Patch Truck to Pape’ Machinery, Inc. for
$260,905.98.
b. Approve the February 2024 Disbursements.
c. Adopt a resolution accepting public improvements for Woodland Ridge Phase 3, P31076.
d. Appoint Jenya Lindstrom to the Bicycle & Pedestrian Advisory Committee for a three-year term, ending on
December 31, 2026
e. Appoint Ofelia Guzman to a full four-year term on the Library Advisory Board, ending December 31,
2027.
f. Appoint Jennifer Eisele to a full four-year term on the Springfield History Museum Advisory Committee,
ending December 31, 2028.
g. Approve the purchase and authorize the City Manager to sign a purchase order for the procurement of
laptops and laptop docks for use in patrol vehicles.
h. Provide authorization for Springfield Police Department to remove certain firearms from its property
inventory pursuant to Springfield Municipal Code (SMC) 2.760(4).
i. Authorize the City Manager to sign C3582 (ESRI Quotation #Q-505935), three-year contract for ESRI
Enterprise license, $175,000.

DIRECTOR TO NEGOTIATE A CONTRACT WITH CASCADIA MOBILITY TO ALLOW
PEACEHEALTH RIDES TO EXPAND INTO DOWNTOWN SPRINGFIELD FOR A 3-YEAR PIOLET
PROGRAM.
2. Ice Storm Debris Clean Up Emergency Contracts

MOTION: AUTHORIZE/NOT AUTHORIZE THE CITY MANAGER TO PROVIDE PAYMENT FOR
SERVICES RENDERED WITH CUMMINGS TREE SERVICE FOR TREE DEBRIS CLEANUP WHICH
OCCURRED DURING THE 2024 ICES STORM IN THE SUM OF $556,800.00. A DECLARATION OF A
STATE OF EMERGENCY WAS RATIFIED BY THE CITY COUNCIL IN RESOLUTION 2024-02 AND
EXTENDED IN RESOLUTION 2024-07, WHICH AUTHORIZED EMERGENCY PROCUREMENT.
