REQUESTED:
Interview two applicants for the Bicycle and Pedestrian Advisory Committee
(BPAC) for two open positions and decide on appointments.
ISSUE
STATEMENT:
The Bicycle Pedestrian Advisory Committee (BPAC) has two vacant positions due
to one existing vacancy and one position open due to the resignation of Chris
Manuel.
Two applications were received for the two vacant positions.

FINANCIAL
IMPACT:
The Bicycle and Pedestrian Advisory Committee (BPAC), which typically consists
of nine voting members, is seeking new members for two vacant seats. The BPAC
advises City Council and city staff on pedestrian and bicycle plans. The committee
was established to provide input on bicycle and pedestrian infrastructure, policies.
programs, education, and enforcement. The committee has one multi year-long
vacancy and committee member Chris Manuel resigned on Feb. 16, 2024.
Remaining committee members Keith Dickey (chair), Patty Brisco, and Kevin
Campbell terms expire Dec. 31, 2025. Committee members Elena Coleman (vice-
chair), Douglas Bovee, Rachel Glazer, and Paul Meltzer were all appointed this
year with terms ending Dec. 31, 2026.
The Bicycle and Pedestrian Advisory Committee asks that the Council interview
the two applicants and appoint new members to the BPAC for terms ending
December 31, 2026.

I grew up here. I road my bike to and from school for years. I want to join the BPAC to improve mobility and livability of my
hometown. My experience with EPIC-N supporting local development projects of all types, included hundreds of local transportation
projects like the ones tasked to the BPAC. My experience working with local governments, universities, nonprofits, state governments
makes me feel confident I can serve this committee effectively.
During my masters program I participated extensively with LiveMove (a student BPAC) and other student groups focused on improving
active transportation throughout our region. At the time I also commuted by bike from Mohawk Blvd to the UO by bike almost daily.
On my rides I found myself celebrating the best parts of the available active transportation infrastructure as well as envisioning what I
would want to exist for my kids. Now, I have a 4 and 1.5 year old. I hope to contribute a passionate parental vision to support BPAC.
At the Food Share in Salem, I engaged with all different community groups and activities. My time there taught me how to forge strong
relationships to take on complex challenges. With EPIC-N that continued. I worked with university and local government leaders around
the globe. Locally, for the last couple of years I've followed the local school district and BPAC meetings, I engaged with the Springfield
Education Foundation for years. I follow and support Food for Lane County and many other nonprofits across sectors.
I want to accomplish three things if I am lucky enough to be selected to serve the BPAC: 1. Increase safety for all transit users 2.
Champion and support the current work of BPAC 3. Increase active transportation adoption across our city. I want to serve BPAC to lay
the ground work now to make the city infrastructure safer for my child, and my child's child.
