Development Initiation Meeting Process
The purpose of a Development Initiation Meeting is to give an applicant the opportunity to
discuss a development proposal with the development review staff of the City. The discussion
can be general or specific, depending on the details provided with the application. A
Development Initiation Meeting provides information to an applicant related to the current
development conditions and standards of the City. The Development Initiation Meeting is not a
land use decision and does not confer any development rights, establish any conditions, or bind
the applicant or the City to any course of action. The meeting conveys the status of known
development opportunities and constraints. The status may change over time as development
conditions or standards change.
1. Applicant Submits a Development Initiation Meeting Application
• The application must conform to the Development Initiation Meeting Submittal
Requirements Checklist on page 3 of this application packet.
• Development Initiation Meetings are typically scheduled on Tuesdays and Thursdays.
The Tuesday time slot is 11:00 am and the Thursday time slot is 1:30 pm.
• We strive to conduct the Development Initiation Meetings between three to four weeks
of receiving the application.
• The applicant’s proposal is circulated to the relevant staff and referral agencies in
preparation for the meeting.
2. Applicant and the City Conduct the Development Initiation Meeting
• The applicant and any design team should attend the Development Initiation Meeting.
• The meeting is scheduled for one hour.
• Staff attending the meeting will be prepared to discuss the issues raised in the
submittal by the applicant. Other issues raised during the meeting may also be
discussed.
• The meeting is informal and the City will issue no staff report.

Application Fee – Refer to the Development Code Fee Schedule for the appropriate fee
calculation formula. A copy of the fee schedule is available at the Development & Public
Works Department. The applicable application fees are collected at the time of complete
application submittal.
Development Initiation Meeting Application Form
Five (5) Questions – List specific questions the applicant would like staff to answer
during the meeting. So that each question may be fully evaluated, the list is limited to five
questions. If more than five questions are asked or multiple part questions are presented
staff may not be able to address all relevant concerns. Prioritizing the five questions is
recommended.
One (1) Copy and one (1) digital copy of the Proposed Plan -
Suggested information valuable for staff to review the proposal is listed below. review the

plan. However, applicants are encouraged to address as many as possible given that the
level of information that will be derived from the meeting is commensurate with the level of
detail provided in the application.
Applicants are also encouraged to include additional information on the plan as listed in the
Springfield Development Code (SDC) 5.12.120, Land Divisions – Partitions & Subdivisions –
Tentative Plan Submittal Requirements or 5.17.120, Site Plan Review Submittal

Scale appropriate to the area involved and sufficient to show detail of the plan and
related data, such as 1” = 30’, 1” = 50’ or 1” = 100’

PACIFICSOURCE DIM- BACKGROUND
In 2018, PacificSource Properties, LLC acquired the property at 555 International Way
and relocated PacificSource headquarters to the site. The property consists of two lots
shown on Assessor Map 17-03-15-30, tax lot 600 and Assessor Map 17-03-15-40, tax
lot 700. Refer to Exhibit A – Assessor’s Maps and Exhibit B- Vicinity Map. The property
is zoned CI Campus Industrial and is developed with two buildings with a combined total
of approximately 400,000 square feet.
Upon occupancy, PacificSource had about 900 employees working on -site. As with the
national trend, since the start of the pandemic, a significant number of employees work
remotely and have no plans to return to the office. To sustain an economically viab le
building additional tenants have occupied portions of the west building including a call
center (Wayfair) and office tenant (Trillium). PacificSource remains the primary tenant
and is in the process of creating a long-term vision for the site.
PACE
PacificSource has recently been notified by the State of Oregon Department of Human
Services of an intent to award contract to establish a Program of All Inclusive Care for
the Elderly (PACE) program for Lane County residents. The PACE program will provide
comprehensive medical and social services primarily to elderly residents desiring to
remain in the community rather than receive care in a nursing home. PACE is a
Medicare and Medicaid program with services including dedicated primary medical
care, adult day care/respite care (no overnight lodging), dentistry, physical therapy,
social counseling, and preventive care. Participants will be provided transportation to
the PACE center for activities and medical appointments.
PacificSource desires to establish and operate the PACE program at 555 International
Way in Springfield. Refer to Exhibit C- PacificSource PACE Letter and Exhibit D-
Sample PACE Designs. PacificSource anticipates the use will initially need about
20,000 square feet and would be located on the ground floor of the west building with

convenient access to shared common amenities including the outdoor courtyard, a
fitness room, and the main cafeteria. Refer to Exhibit E- PACE Program Aerial Photo
Diagram.
The PACE program will not be open to the general public - only to those participating in
the federal program. PacificSource will provide PACE p articipants transportation to the
site in the morning and transportation home at the end of the day. PacificSource
anticipates about 40 participants in PACE on a daily basis.
DIM QUESTIONS
1. Do City staff agree that PACE will be an “Accessory Use” at the PacificSource
site at 555 International Way? PACE will be subordinate to the primary use of
the site (corporate headquarters) and will be directly managed by PacificSource.
The use will only occupy about 5% of the total building square footage on the
site.
2. An adult day care facility is not explicitly listed in the Springfield Development
Code. If PACE is not considered an “Accessory Use”, what further information
do City staff need to determine whether it is a permitted use in the Campus
Industrial zone?
3. Are there any building, fire, or seismic code issues with the proposed change in
occupancy?
4. What SDC fees will be required, if any, for the proposed change in occupancy for
PACE?
5. Due to the restrictions with the Campus Industrial zone, to provide greater
flexibility in the use of the site, PacificSource is preparing applications to amend
the plan designation from Campus Industrial to Commercial and a zone change
from CI Campus Industrial to CC Community Commercial. Do City staff have
any concerns with PacificSource applying to change the plan and zoning
designations to commercial?

PacificSource PACE, LLC is delighted to submit our response to the Oregon Department of Human
Services, Office of Aging and People with Disabilities Request for Proposal (RFP) to operate a Program
of All-Inclusive Care for the Elderly (PACE) in Lane County.
Lane County is the fourth-most populated county in Oregon with a history dating back to 1851, and a
population of over 81,355 adults 65+. The growing senior population includes more than 12,000 people
who experience difficulty with self-care and/or require assistance with their activities of daily living. A
percentage of these individuals are eligible to be enrolled in PACE under the guidelines of:
•Age 55 or older
•Live within the Lane County zip codes defined within this proposal
•Meet the nursing home level of care
•Able to live safely in the community
We will serve PACE-eligible participants located within an hour’s drive from our Lane County
PacificSource PACE Center at 555 International Way in Springfield. This includes 24 rural zip codes.
See page 15 of the proposal for a complete description by zip code.
PacificSource PACE, LLC – a member of the PacificSource family of companies – is legally authorized
to conduct business in Oregon and based in the State of Oregon. The sole member of the LLC is a
nonprofit public benefit corporation– PacificSource. The finances of the LLC will be governed by rules
applicable to the nonprofit parent company. Required reserves will be held by the parent company. As
CEO of PacificSource, I am an authorized representative of PacificSource PACE, LLC.
With a history spanning more than 90 years in Lane County – the location of the corporate headquarters
of the PacificSource family of companies – PacificSource has deep experience as a health plan serving
all residents of rural and urban Lane County regardless of economic, cultural, ethnic, or healthcare status.
Our experience includes providing services to the Oregon Health Plan (Medicaid), Dual Special Needs
Plans (D-SNP), Medicare Advantage, and commercial health insurance populations located within the
urban and rural communities of Lane County. As an example of our ongoing commitment to underserved
individuals and ensuring health equity during the pandemic, we assessed impact on communities of
color and identified strategies to rectify health disparities, including targeted grants from PacificSource’s
Community Health Excellence program. These grants focused on projects that advanced COVID-19
vaccination confidence education, promotion, and access specific to Black, Indigenous, and people of
color (BIPOC) and other systematically excluded populations. Our approach aligns with the fundamental
manner in which the core PACE principles embrace the care and well-being of underserved populations.
