PROJECT NARRATIVE
RE: Happy's Drive Thru Car Wash
3350 Gateway Street
Springfield, OR 97477
This proposed project is part of a larger 3 parcel development containing 4.49 acres of Community Commercial
(CC) zoned land also identified as tax lots 17-03-22-20-01300 and 17-03-22-20-01600. The Project Site is located
at the Southwestern intersection of Randy Pape' Beltline and Gateway Street. The existing Project Site previously
had a hotel and restaurant which have already been demolished by overall developer for Chick-fil-A (CFA). The
case number reference for this overall development is 811-23-000071-TYP2.
The Project Site is being divided up into 3 parcels. The first parcel to the north east will be the CFA site, while the
site to the south will be Pad A and the site to the north west will be Pad B. The actual proposed Pad for Happy's
Car Wash will be Pad A which borders the entire southern property line. Properties surrounding the 3 parcel
development are also Zoned CC as well as indicated in the Springfield zoning data.
In discussion with city plans reviewers, we understand that if the Project Site does not exceed an additional 1000
trips per day, the Project Site would not need to provide a new Traffic Impact Study (TIS) and this project could fall
under the Minimum Development Standards (MDS) submittal process. The previous traffic review conducted by
Kittleson and Associates for CFA and the entire development indicated that the complete site as only increasing the
traffic load by approximately 92 trips. With the Happy's Car Wash traffic review only increasing that load to 800
over the current traffic load, Thus, we are proposing the Pad A development under the MDS submittal process.
In order to grant MDS approval, the director must verify compliance with all applicable standards as listed in section
5.15.125 of the Springfield Development Code (SDC). Below is the criteria as listed in the SDC and justification of
compliance with this standard for our proposed site.
SDC section 5.15.125 Approval Standards.
(A) In order to grant MDS approval, the Director must verify compliance with all applicable standards specified
below.
(1) The proposed land use is a permitted use or is allowed as a discretionary use in the land use district.

RESPONSE: Per Table 3.2.320, automobile oriented retail services are a permitted use within CC
District.
(2) If a use is allowed as a discretionary use, in addition to meeting the standards below, a Discretionary
Use application must be approved in conformance with the standards in SDC 5.9.100.
RESPONSE: As this use is not a Discretionary use, this additional approval is not required.
(3) A 5 -foot wide landscaped planter strip, including street trees, with approved irrigation or approved
drought resistant plants in conformance with SDC 4.4.100 and 4.2.140 must be installed between the
sidewalk and parking areas or buildings with the following exceptions:
RESPONSE: A 5 -foot wide landscaped planter strip is located between the building and parking
areas. Refer to proposed site plan for configuration.
(4) Waste storage must be screened with a fence or wall. The fence or wall must be:
(a) Between 5 and 6 feet in height.
(b) Made of wood, metal, masonry, or other permanent materials that are 100 percent sight
obscuring on all sides except for a gate access area.
(c) A gate access to the waste storage must have at least 50 percent site -obscuring screening
such as cyclone fencing with slats.
(d) On all sides of the screening structure, up to 12 inches measured from grade may be visually
unobscured provided that the unobscured area is covered with a material that contains the debris
within the structure, such as cyclone fencing.
RESPONSE: The trash bin area is screened by CMU walls that are 6' tall with gates made from angle
iron and corrugated metal deck. The CMU is 100 percent solid, where -as the gate is also 100 percent
solid, allowing only the area on the edge of the gate visibility. This design achieves the goals stated
here -in. Refer to Site Details for trash enclosure configuration.
(5) The area under the waste storage, the "catchment area," must be hydraulically isolated and
connected to the sanitary system.

RESPONSE: A drain under the trash enclosure will be provided to the building sanitary services.
(6) The waste storage area must be covered. The cover must be:
(a) A permanent canopy, roof, or awning that completely covers the waste storage area.
(b) Constructed to cover the waste storage area so rainfall cannot come in contact with the waste
materials being stored.
(c) Sized relative to the perimeter of the hydraulically isolated activity area. Runoff from the cover
must be directed to a stormwater destination that meets all applicable code requirements for
stormwater discharge.
RESPONSE: A roof has been provided as illustrated in the attached architectural drawings. Roof
run-off is directed to the site stormwater drainage.
(7) Any new outdoor storage areas must be screened. The screening must meet the standards of
SDC 4.4.110.
RESPONSE: There are no outdoor storage areas planned for this development.
(8) Bicycle parking must be provided or upgraded to meet the standards specified in SDC
4.6.40, 4.6.145, 4.6.150, and 4.6.155.
RESPONSE: As the business is a drive thru car wash, we would be using the drive thru category of
4.6.150 and providing (2) indoor spaces for employee bicycles.
(9) Any new or modified motor vehicle parking, loading, and vehicle circulation areas must be provided,
including paving, striping, and wheel stops as specified in SDC 4.6.110, 4.6.115, 4.6.120, 4.6.130,
and 4.6.135.
RESPONSE: New parking is shown on the plans, however, for vacuum stalls that require customers
to have doors open to vacuum their vehicles, the standard stall widths are not valid to prevent
vehicular damage. As such, a U-shaped striped island is provided between stalls allowing the
vehicle doors in adjacent parking stalls to be open at the same time. In addition, the standard 18'
stall depth and 24' drive width does not work well if customers are vacuuming the rear of their SUV
and put into the path of vehicular traffic. Thus, standard practice in the car business is to provide
20' deep stalls and 28' drive widths. These sizes are illustrated on the included plans.
(10) The submitted storm water plan and supporting documentation, as part of the Utility Improvement
Plan, must demonstrate that for any new paving and other new impervious surface area a stormwater facility
will function in conformance with the stormwater management standards specified in
SDC 4.3.110 and 4.3.115.
RESPONSE: Refer to Stormwater Management Plan for conformance.
(11) Access to the public right-of-way must comply with SDC 4.2.120.
RESPONSE: A singular access point off of Gateway is provided in the overall developer plans. No
changes to that configuration are planned as part of this development.
(12) Sidewalks must be installed or upgraded where the proposed development area abuts a curb and
gutter street as specified in SDC 4.2.135.

RESPONSE: Sidewalk access is provided via shared sidewalk access to the north, and via continued
sidewalk access around the east side of the site and to the intersection south of the Project Site.
Direct access to the site will be via access walk to the east of the Happy's site across the northern
frontage of the site to the west, and then onward to the north to Pad B.
(13) Streetlights must be installed as specified in SDC 4.2.145.
RESPONSE: Site streetlights are laid out in accordance with SDC 4.2.145 as illustrated on the
drawings.
(14) Any proposed on-site lighting must be in conformance with SDC 4.5.100.
RESPONSE: Site lighting conforms with SDC 4.5.100 as illustrated on the drawings.
(15) The development area must connect to public utilities as specified in
SDC 4.3.105, 4.3.110, 4.3.120, 4.3.125 and 4.3.130 and comply with the Springfield Building Safety Codes,
where applicable. (6443)

ASSIGNMENT OF LEASE
BOEV, LLC, an Oregon limited liability company ("Assignor"), hereby assigns all right,
title and interest in and to the Lease for the premises commonly known as 3350 Gateway Street,
to Sycan B Corp, as to an undivided 80.0% interest and Olympic Street, LLC, as to an undivided
20.0% interest (collectively, "Assignees").
The Lease referred to herein consists of the unrecorded Lease, including the terms and
provisions thereof, between Charles F. Larson, Jr., lessor, and Jim. E. Hemstreet, lessee, dated
December 11, 1971, as disclosed by Memorandum of Lease recorded March 14, 1973, Reception
No. 7311066, and also disclosed by Memorandum of Lease recorded April 2, 1976, Reception
o. 7615350, and all amendments and/or supplements thereto, Lane County Offici

The Lessors interest under said lease was assigned and/or conveyed by mesne

instruments of record, the most recent of which being from Sterling Savings Bank, a Washington
State chartered bank doing business as Sterling Bank, to All's Hospitality, an Oregon limited
liability company, by instrument recorded December 7, 2012, Reception No. 2012-062954, and
instrument recorded December 11, 2012, Reception No. 2012-063355, Lane County Deeds and
Records.
This Assignment is given incident to the conveyance of the property
described in the
attached Exhibit A from Assignor to Assignees.
