INTRODUCTORY This written statement was created to accompany the Tentative Partition application for Scott and Rachel Spiker. The subject property is located at 4096 North St. Springfield, OR 97477 (Assessor’s map 18-02-06-11 tax lot 400). The proposed site is 0.36 acres and is zoned residential. The applicant is proposing to divide the property into 3 parcels shown on the attached plan. The existing property has one single family home. The client is proposing to partition the existing lot into three duplex lots. This proposed partition meets the city of Springfield’s intent to provide more housing opportunities. The proposed square footage as follows: Parcel 1, 6,187 square feet. Parcel 2, 3,533 square feet. Parcel 3, 6,198 square feet. Each proposed lot is planned to have a duplex. The property was annexed into the City of Springfield per ordinance #6456, executed on April 17th, 2023. The annexation took place on May 17th, 2023. B. PROJECT DIRECTORY 1. All of the required information including existing structures, utilities, and easements are included on the tentative site plan. Site Information A site assessment has been prepared by a licensed engineer including physical features of the site, time of travel zones and other requirements. The proposed site is outside of the 500-year floodplain. A preliminary stormwater management plan has been included with this submittal. The proposed partition is located on Filbert Lane between North Street and South Redwood Drive. All existing streets and related conditions are shown on the existing conditions and proposed site plan sheets. No new streets are proposed as part of this partition with the exception of a new curb radius at the NW corner of Filbert and North Streets. The location of existing sidewalks and plantings are included in this submittal. All public facilities related to this partition are included in this submittal. The location and dimensions of proposed and existing driveways are shown and are in compliance with frontage requirements for duplex/lot parcels established in SDC 3.2.215. The location of existing and proposed street trees and associated utilities are shown on the proposed site plan. The location of the nearest transit facilities are shown on the proposed site plan. Site access There are no new streets proposed as part of this partition. Parcel 3 is proposed to take access off of North Street. Parcel 2 is proposed to take access from Filbert Lane. Parcel 1 is proposed to take access from South Redwood Drive. All proposed driveway locations and widths are shown on the tentative plan. Wastewater System There is an existing septic system set to be decommissioned and removed. The new duplex lots are proposed to be served by a new wastewater pipe system that will plug into existing stubs adjacent to the lots shown on the tentative utility plan. The proposal is to place a deed restriction on parcels 2 & 3 to allow the existing house and utilities to remain until the new home on parcel 1 is completed. The existing house and septic facilities will be removed prior to removal of the deed restriction, which would then allow the new homes to be constructed on parcels 2 and 3. Existing stubs on Filbert and North Street are to be potholed and verified to serve each parcel and each potential lease space individually. Storm Water System Each parcel includes an individual infiltration rain garden with pipe storage to collect all stormwater runoff from the proposed housing. The post-construction peak stormwater runoff was found to be 0.07 cfs during a 10-year, 24-hour storm event. All stormwater runoff is roof runoff that will be collected through roof gutters and down spouts routed to the proposed facilities. The drainage system for Parcels 1, 2, and 3 are outlined below: Each infiltration rain garden is sized to capture 65% of the proposed impervious lot area. See the basin map shown on the site plans for more information. The locations of the proposed stormwater facilities are placed at the low points of each parcel to convey runoff to that location. Each infiltration rain garden has pipe storage sized to help retain runoff volumes given site constraints. These storm management facilities will need to sized appropriately when the site improvements are settled at building permit. The proposed driveway areas for each parcel are under 500 SF of impervious area. The ESMM exempts driveways under 500 sf from treatment and these areas will be drained into existing roadway. Water System Each parcel is proposed to have individual water services from existing water mains in adjacent rights of way. The water meter for parcel 2 is proposed to be placed on parcel 3 and routed within a private utility easement. There are three existing fire hydrants near the development site as shown in the table below: Direction Street Distance to Site West North St. 230 ft South Filbert Ln. 130 ft Northwest Filbert Ln. (Shady Crest Dr.) 314 ft Therefore, no new fire hydrants are proposed as part of this partition. Site Lighting There is an existing streetlight on Filbert Lane located in front of the subject property. In prior meetings with City of Springfield and Springfield Utility Board, it was decided that the existing overhead electric lines on Filbert Lane and North Street can remain. The plan agreed to for street lighting is to upgrade the existing fixture on Filbert Lane to an LED style, and add an LED street light fixture to the existing pole on the North side of Redwood Lane. Landscape There are two existing street trees along Filbert Lane that are adjacent to proposed parcel 3 and one existing street tree adjacent to parcel 3 on North Street. These are proposed to remain. Street trees will be planted per City code adjacent to parcels 1 and 2 during construction of homes on those parcels. The filtration rain garden’s vegetation will follow and refer to ESMM Appendix F. Specific planting plans for the stormwater management facilities will be prepared during the building permit process. Drinking Water Protection The proposed partition is located inside the 99-year time of travel zone for drinking water protection in Springfield, Oregon. Site Soils The existing soil on site is 100% Chapman-Urban Land Complex #25. Hydrologic soil group B with an infiltration rate of 0.57-1.98 in/hr per Web Soil Survey. Site specific infiltration testing shall be completed during building permit process to determine actual field infiltration rates for use in design.
