This outlines the intended improvements proposed for this site and shall serve as the project narrative. To accompany this narrative we have provide the following documents: • ALTA Survey • Title Report • Proposed Development Permit Drawings • Proposed Branding and Image Package • Development Initiation Meeting Application This narrative is submitted on behalf of our clients, BP Products North America, Inc. As a result of their recent acquisition of a previously franchisee operated ARCO ampm, the intent of our proposed site improvements it to bring the existing site up to current ARCO ampm brand standards . We would like to request a Development Initiation meeting to discuss what permits are required to cover our desired scope of work and what kinds of design review requirements may be necessary. Site Overview The site was originally developed as an ARCO ampm but was sold to a franchisee who rebranded the site to a Mobile Station with Twenty Four 7 Market branded convenience store. Now, BP is re-acquiring the site and returning it to the original branding. We are not proposing any change of use, occupancy, or methods of operation. Existing site offerings, hours, and employees will remain the same. The branding of both the fueling and the convenience store are to be revised to show ARCO ampm standards which is illustrated in the provided preliminary signage package by Perry Builders. The rebranding portion of our scope is what we assume will trigger design review requirements. The majority of the proposed improvements center on repairing and maintaining existing site conditions. The existing fueling canopy, fuel dispenser islands, convenience store and bottle storage structures exist to remain. An existing trash enclosure and bottle storage facility occupy a portion of the rear of the site and will remain as part of this project. Proposed modifications are limited to painting it to match the convenience store and replacing the exiting slats as required for maintenance. No proposed changes to parking. Topography, site circulation and landscaping remain. Landscaping will be trimmed and re -mulched as necessary to maintain a clean appearance. Site upgrades include fueling dispenser replacement, grind and overlay of old asphalt, and remove and replace cracked portions of existing asphalt. New security bollards are also to be installed along the front of the convenience store. One of the existing fueling tanks will be converted to offer diesel fuel. This can be done without ground disturbance. All site lighting and interior lighting is to be upgraded to new, energy efficient LED fixtures, including new wall mounted wall wash fixtures along the face of the building for their seasonal advertising signage.. The exterior of the convenience store is also to be repainted shades of beige including “Great Plains Gold,” “Brandy Cream” and “Pewter”. A full list of material colors and textures can be found on the last page of the Signage Permit Package prepared and provided by Perry Builders. No structural changes are proposed to the convenience store, but the interior partitions will be altered in several places. The existing interior finishes and millwork will be demolished and replaced with updated brand standard finishes and graphics. The general layout will remain as-is with small changes. One of the existing exterior accessed restrooms will be demolished to create an interior hallway that allows the remaining restroom to be accessible from the inside of the store. The existing walk-in cooler unit will remain with new condensers and evaporating units. The access to the unit will be altered slightly so that the main door is through the sales floor instead of the back of house. Then, the corner of the back of house space will be enclosed to create a secure employee workstation. All equipment will be replaced with the standard ARCO ampm offerings . The restroom will remain in its current location and size but as required, amenities and fixtures will be moved to ensure ADA compliance. All new interior equipment, gondolas and millwork will be ADA compliant. Interior finishes and materials are also illustrated in the signage package provided by Perry Builders. With this scope in mind, we have the following questions we would like to discuss with staff in our Development Initiation Meeting: • What type of design review is required to rebrand this location from a Mobil Station to an AMPM? • According to the manual, the site is exempt from EC 9.762 because the project does not propose to replace more than 1,000 square feet of impervious surface. Are there any other thresholds this site would be subject to? Will grind and inlay, or pavement patching count toward total disturbance? What is considered maintenance with pavement towards the disturbance threshold? • Are there any critical area requirements for this site? • Will the site require permitting by Oregon’s Department of Environmental Quality? • What type of source control, stormwater, and operational requirements will apply to the new trash enclosure? The provided documents listed at the beginning of the narrative will further illuminate the scope of our proposed site improvements. The priority of our project is to provide the highest quality service station to our patrons that emphasizes safety, convenience, and best illustrates the ARCO ampm brand.
