726-3769 (recorder), state your City designated job number, job address, type of inspection requested and when you will be ready
for inspection. Requests received before 7:00 a.m. will be made the same working day, requests made after 7:O0 a.m. will be made

Dear First Landmark Church:
The Springfield Building Code Administrative Code requires that, for a permit to remain
valid, construction work authorized by it must begin within 180 days from the date of
purchase of the permit. If work is suspended or abandoned during the course of
construction for a period exceeding 180 days, the permit will automatically expire.
If a permit has expired and suspension and/or abandonment of work on a project has not
exceeded one year, a permit to start or resume work may be purchased for one half the fee
required for a comparable new permit, provided that no changes have been made in the
original plans and/or specifications.
ff a permit has not yet expired and a permit holder anticipates the need for more time to
begin construction work, the Community Services Manager may choose to grant a one time
extension of the permit not to exceed 180 days upon receipt from the permit holder of a
written request explaining why the extension is necessary.
The attached form indicates the most recent information in our records with regard to
construction activity associated with your permit. Please advise this office of your
intentions with regard to the permit by ten (10) days from the date of this letter.

RECITALS
yHEREAST otr the 22nd day of June, 1990, the City approved the Final Site Plan
Application submitted by the Applicant for the purpose of alloving:

qHEREAS, in consideration for site Plan approval, th9-issuance of a Building
Permit, and the issuance of an Qccupancy fermit, as specified in the Springfield
Development Code Seetion 31.090, Applieant agrees to comply vith all the standards of
the Springfleld Development coal' and Spiingfield Municipal Code vhich may be
applicable to this deveiopment project unless modified or excepted by the Site PIan
Reviev Development Agreement, 'Plinning Director, Planning Commission, Building
official or their agentsr or the Fire Marshal, vhich modifications or exceptions
shall be reduced to vriting.
VHEREAS, in consideration for Site PIan approval, the_issuance of a Building
Permit, and the issuance of an occupancy Permit' as specified in the Springfield
Development Code Section 31.090, Applitant agrees to comply vith the folloving

1. AII improvements must be constructed/installed as shovn on the Final Site Plan
dated June 26' 1990.
THEREFORE IN CONSIDERATION OF THE FOREGOING RECITALS VHICH ARE EXPRESSLY MADE A PART
OF THIS AGREEMENT, CITY AND APPLICANT AGREE AS FOLLOIJS:
AGREEMENT
1.. FINAL SITE PLAN. The applicant has submitted a Final Site PIan in
accordance vith Section 3L.OBO of the Springfield Development Code'
2. STANDARDS. The applicant agrees to fulfilt all applicable standards
specified in the Springfield-bevelopment Code and the specific standards Iisted in
nhCftAlS prior to occupancy, unless certain standards have been deferred to a later
date in aetordance vith Section 31.110 of the Springfield Development Code.
3. CONDITIONS. The Applicant agrees to fulfiIl all specific conditions of
Site Plan DeveloPment Agreement

approval required by the City listed in RECITALS prior to occupancy, unless certain
"lnaitions have been deferred to a later date in accordance vith Section 3l-.040(4)(b)
of the Springfield Development Code.
4. MODIFICATIONS. The applicant agrees not to modify the approved Final Site
plan vithout first notifying the City. Modifications to the Final Site PIan shall be
revierved in accordance vith Section 31.100 of the Springfield Development Code.
5. MAINTAINING THE USE. The applicant agrees to the folloving:
(a) The building and site shall be maintained in accordance vith the
provisions of the Springfield Development Code in order to continue the use.
(b) It shall be the continuing obligation of the property ovner to
maintain ihe planting required by Section 31.140 of the Springfield Development Code
in an attractive manner free of veeds and other invading vegetation. In addition,
plantings in the vision clearance area shall be trimmed to meet the 2 7/2 foot height
standard in accordance vith Section 32.070 of the Springfield Development Code.
(c) Parking lots shall be maintained by the property ovner or tenant in a
condition free of litter or dust, and deteriorated pavement conditions shall be
improved to maintain conformance vith these standards.
(d) Undeveloped land vithin the development area shall be maintained free
of trash and stored materials in a moved and attractive manner. Undeveloped land
shall not be used for parking.
6. In addition to aII other remedies vhich may be provided by lav or equity
(including but not limited to penalties provided by applicable State Lav or City
Ordinances), Applicant agrees that City may enforce Applicant's responsibilities by
vi thholding Applicant's Final 0ceupaney Permi t, and terminating any Temporary
0ccupancy Permit vhich may have been granted.
7. Any Final Site Plan approved becomes nuII and void if construction does not
commence vithin one year of the date of this Agreement.
IN VITNESS VHEREOF, the Applicant and the City have executed this Agreement as of the
date first hereinabove vritten.
