Dear Mr. Anderson,
At your request, the Community Services Division/Building Safety conducted an
inspection of the building at the above address. The purpose of the inspection was to
determine the suitability of the building for the proposed use as indicated.
BUILDING
I am pleased to report the Division found no significant conditions which deviate
form the Building Safety Code requirements for the proposed use.

Miscellaneous electrical repairs will be required
1. All outlets in shop area are required to be GFI'd
2. All outlets are required to be grounded
3. Broken or disconnected conduits need to be repaired
4. All unused openings in boxes and light fixtures need to be sealed.

PLANNING
Springfield Development Code (SDC) Section 31.010 requires any business that
changes use or expands by no more than 50 percent or 10,000 square feet to be
reviewed for Minimum Development Standards (MDS). These standards help

establishments comply with new development standards without the cost and time
required for a full site plan review. The proposal to change the use of the lot to auto
restoration triggers MDS review. If you change the use of the site the following
improvements will be required:
Outdoor storage areas must be screened by a site obscuring fence {Ref. SDC
31.010(1Xc)). This can be chain-link with slats or wood.
Parking areas must be paved and striped with wheel stops or linear curbs installed for
parking spaces abutting landscaping or structures {Ref. SDC 31.010(2)(a)}. The
required number of parking spaces for auto repair is 1 for each 300 square feet of
gross floor area, with a minimum of 4 parking spaces however, any areas used for
vehicle parking must be paved. An extension may be granted for paving if a bond or
other form of security is submitted. :--j :
A five foot wide landscaped planter strip must be installed along the frontage of 39th
Street. The planter strips must contain a minimum of ten shrubs (five gallon in size or
larger) per 1000 square feet of required planting area {Ref. SDC 31.010(2)(c)}. All
planted materials must have a permanent irrigation system unless drought resistant
plants are used. If permanent irrigation is not used, a nursery person must submit
written verification that the proposed plant materials will have a 90 percent survival
rate over a five year period without an irrigation system {Ref. SDC 31.010(2)(c)}.
Street trees, from those identified on the enclosed City street tree list, must be planted.
SDC requires one street tree every 30 feet {Ref. SDC 31.010(2)(d)}.
