RE: Notice and Order to Comply With Thc Springfield Building Safety Code Administrative Code
Relatirrc To The Unsafe And Sub'standard Building At llyT 38th Street, Springfield, Orregon
DearMr. Baller:
As a rcsult of a roocnt inspcctio4 thc City of Springficld Comrumity Serviccs Division, Building Saftty,
has derermfuied that the structue located at the above refererped locatiorg also known as Lane County
Assessor's Map#17023043, Tax Lot 04300, for reasons specified below, a substandard and unsafe
building as described in the Springf,eld Building Safety Code Administrative Code.
Section 203 of the Springfield Building Saftty Code Administrative Code classifies structures which arc
structurally in@uate or are dangerous to human life as unsafe. Section 1001 of the Housing Code
specifies mnditions consituting a substandard building. The following items include but are not limited
to coruditions existing at tlrc structure identified above, classi$ing it as a substandard and unsafe building:
1. The pruperty is not currcntly scrvcd with watcr scrvicc. The Housing Codc rcquires that cach
residence shall be provided with hot and cold running uater.
2. The prcperty is not cumently served with electrical servie. The Housing Code requires that each
residsnce shall be prol'ided with heating facilities capable of mainaining a room temperature of 68
degrees F. at a point 3 fcct abovc thc floor in all habitablc rooms. Thc Codc firrthcr statcs that where
there is electrical power available within 300 feet of ttre premises of the building, such building shall
be connected to such electrical power.
3. Each dwelling shall be provided with a water closet, lavatory, and a bathtub or shower. Although
thcsc fixturcs arc installcd in thc dwclling thc lack ofwater servicc produces inadcquate and
unsanitary sewage and plumbing facilities.
Section 204 (b) of the Administrative Code prcvides procedures where the Building Official my require
vacation of the premises when cited deficiencies represent an immediate ltazafito life, limb, property or
safety of the public or its occupants. Notice is hercby scrved that the strucfirrc identified abovc is being
postd to be vacated by 8:00 p.m., October 11, 2000 due to the potential hazards to the occupants resulting
from the aborre cited oonditions. If you do not vacate the premise within the time frame specified, the City
will seek compliance *'ith the Building Safety Codes through legal recourse which may include Municipal
Court procccdings.
Once the structure has been vacated, occupancy may not take place until the above mentioned unsafe and
srbstandard conditions are conected and harre been inspected and approled by this office.
