Owner: Signature Date Print Willamalane Park Swim Center Minimum Development Standards Narrative 1.0 Introduction Willamalane needs extra storage space to accommodate the requirements of the swim team that regularly use the swim center pool for training and competitions. Due to lack of adequate space within the building, it is proposed to add a refurbished shipping container outside of the building to use for equipment storage on a temporary basis. 1.1 Applicant’s request Willamalane requests approval of the project through Minimum Development Standards (MDS) Review. 1.2 Existing Use The location for the shipping container is to the west of the swim center building in an open area that is currently fenced with 6’ chain link fencing. See photos for location and context. The fencing will be temporarily removed to place the container. Access to the container will be from the side with the addition of a new door. Proposed location for container View from G Street 1.3 Land Use Requirements and Environmental Constraints The site is zoned as Public Land and Open Space (PLO). The site is within 20 year TOTZ for wellhead protection. The site is entirely outside of the 500 year floodplain according to the FEMA floodplain map. No wetlands are located on site according to Springfield’s Local Wetland Inventory, or Water Quality Limited Watercourses. 1.4 Proposed Development Willamalane proposes to place a 40’ long by 8’ wide refurbished shipping container on site. A gravel pad will be constructed prior to placement of the container. The container will be on site as a temporary solution until the Willamalane Park master plan is finalized and implemented. This may be a minimum of two years. 1.5 Utilities No utilities will be disturbed or added as a result of the proposal. 1.6 Springfield Development Code (SDC) Review Criteria To approve the proposed application, it must be found that the request complies with the applicable criteria as outlined in the SDC. Approval of the land use applications is contingent upon an applicant demonstrating that the subject proposal is consistent with the SDC chapter 5.15.100 Minimum Development Standards. To facilitate a review of Willamalane’s proposal, this narrative addresses those sections of 5.15.100 that are deemed relevant to the application. Only the criteria to which a response is deemed necessary has been included in the following paragraphs. 1.7 MDS Review application Willamalane’s response to the SDC sections deemed applicable is as follows: 5.15.125 Approval Standards No alterations of the parking lot, sidewalk etc. are proposed. Existing landscaping, planters, street trees etc. will be retained in place. The shipping container will be used for storage on a temporary basis. It is enclosed, so additional landscaping is not proposed. Plastic screening slats could be added to the chain link fencing if required. Bike parking exists at the main entrance to the swim center. Parking spaces will not be modified. Storm water runoff will be directed via sheet flow off the container to the gravel pad and adjacent landscape areas. 1.8 Attachments The following pdf attachments are provided in support of the MDS application. 1.
