A copy of the fee schedule is available at the Development & Public Works Department. The applicable application, technology, and postage fees are collected at the time of complete application submittal. Development Issues Meeting Application Form Five (5) Questions – list specific questions the applicant would like staff to answer during the meeting. So that each question may be fully evaluated, the list is limited to five questions. Examples of relevant issues for annexation include but are not limited to the following:  Contiguity  Availability and capacity of surrounding city services  Affected special districts  Fees Three (3) Copies of the Proposal - suggested information valuable for staff to review the proposal is listed below. It is not necessary to include all of these items on the site or plot plan. However, applicants are encouraged to address as many as possible given that the level of information that will be derived from the meeting is commensurate with the level of detail provided in the application. Applicants are also encouraged to include additional information on the plan as listed in the Springfield Development Code (SDC) 5.7, Annexations. Project No. 23-553 This application proposes to annex a site located at 904 Filbert Lane (TM 18-02- 06-14, TL 6200). The site lies within the City of Springfield Urban Growth Boundary and is zoned R-1 which is consistent with the Eugene-Springfield Metropolitan Area General Plan designating the area as Low Density Residential. The site has a home with an access connection on Filbert Lane. The southerly half of the site is underimproved. There is also an existing septic system and drain field located on the property. The applicant has had the system serviced in the past, but there are no online public records that indicate its creation or location. To the north the site abuts North Street, a local road within the City of Springfield’s jurisdiction. Current improvements within North Street include pavement, sanitary sewer, water main, and overhead power and communication lines. To the east the site also abuts and takes primary access off Filbert Lane, a local road within the City of Springfield’s jurisdiction. Current improvements within Filbert Lane include full street improvements with curbside sidewalks as well as underground electric lines, gas main, sanitary sewer, water main, and stormwater main. The following are a list of questions from the applicant regarding the annexation: 1. PUBLIC RIGHT-OF-WAY: a. There appears to be a discrepancy between the deed and the tax map. The original description of the property is unchanged from when it was subdivided, and it appears that there were two easements (included in the submittal) that have been mapped as if they were dedications. Does the city have any additional documentation that would indicate that the easterly 7.00-feet and the northwest corner is more than an easement to the city? b. Would any future planning applications or building permits trigger the developer to make improvements to the public infrastructure on North Street and Filbert Lane or dedicate additional right-of-way? 2. PUBLIC INFRASTRUCTURE: a. Are there any downstream deficiencies in the existing public stormwater system that could impact future development on the property? Will connections to the stormwater, sanitary, or water mains in Filbert Street be an issue for any future development (i.e. saw cuts, class of pipe, etc.)? 3. PRIVATE DEVELOPMENT: a. At what point in the annexation or development of the property will the existing home be required to connect to the public sanitary infrastructure? How can the fees for this be estimated? b. The neighbor to the south and the applicant have an agreement about access on the southerly portion of the property. Upon development of the property, the applicant intends to grant an easement over this portion of the land for the neighbor. Are there any additional items concerning this that the applicant should consider as related to city code? c. If a future division of the lot occurs, will there be any issues of access connections along Filbert Lane for the under-developed portion of the lot? 4. GENERAL DEVELOPMENT: a. For any trees that are currently in the right-of-way or are designated as street trees, what process and cost should the applicant consider if any of the trees need to be removed? 5. Are there any red flags that the city sees with this annexation that weren’t addressed as part of the questions above?
