RE: Development Initiation Meeting for the Brand S Road Project
Dear Andy:
This Development Initiation Meeting involves multiple tax lots totaling ±348 acres located within the
Springfield Urban Growth Boundary (UGB), east of Bob Straub Parkway and Jasper Road. The subject site
is bisected by Brand S Road, an existing local roadway. The northern portion of the site is relatively flat,
bare, while the southern area of the site is characterized by steeper terrain with more vegetation. The site
is shown as having wetland/natural resource areas according to the MapSpring ArcGIS Interactive map.
According to the Draft Springfield Comprehensive Plan Map, properties north of Brand S Road are
envisioned to be amended to Light-Medium Industrial and Special Heavy Industrial plan designations upon
future annexation into the City. The portion of land south of Brand S Road is identified for Low-Density
Residential, Medium-Density Residential, and Community Commercial plan designations upon
annexation. The site currently contains multiple single-family dwellings, pastureland, and former
industrial uses that are no longer operating.
The Preliminary Conceptual Layout includes a mix of single-family attached and detached housing. The
preliminary layout also includes a cohesive circulation system with vehicle access onto Bob Straub
Parkway (minor arterial) via Brand S Road, open space areas, and on-site stormwater management
facilities. The goal of this meeting is to determine all requirements, standards, applications, permits,
processes, etc. which are necessary to complete the project, determine costs, and develop a schedule.
We would like to discuss the following issues at the meeting in addition to the typical items that are
covered:
1. This project will involve annexation and potential zone map amendments. Please discuss the
review procedure type(s), the decision-making bodies, and associated review timelines.
Additionally, please discuss if applications for annexation and zone map amendments can be
bundled/reviewed concurrently.
2. Please discuss the annexation criteria of approval found in Section 5.7.140. What goals/policies in
the Metro Plan and/or Springfield Comprehensive Plan are applicable to this annexation
proposal?
3. We are attempting to work with local utilities to bring critical infrastructure to the site. How will
the City help facilitate discussions with local stakeholders such as Springfield Utility Board (SUB)
and the Emerald People’s Utility District (EPUD)?
4. The applicant is potentially interested in rezoning the industrial designated land lying north of
Brand S Road and/or the residential designated land south of Brand S Road. Please discuss the
City’s Commercial and Industrial Buildable Lands (CIBL) inventory and the supportability of this
element of the project. Would a Comprehensive Plan Amendment apply in a “land swap” of equal

acreage, or can adjustments to the zoning be captured through a Master Plan and/or Annexation
application process?
5. Can density, housing types, and uses be shared across zoning district boundaries on the site? For
example, by providing detached single-family housing in portions of the R-2 designated area and
shifting some attached single-family housing to the R-1 designated area.
