Land Division Plat Application Process (see next page for a diagram of this process)
1. Applicant Submits a Land Division Plat Application for Pre-Submittal
The application must conform to the Land Division Plat Pre-Submittal Requirements
Checklist on pages 4-6 of this application packet.
A pre-submittal meeting to discuss completeness is mandatory, and pre-submittal
meetings are conducted every Tuesday and Friday, from 10:00 am - noon.
Planning Division staff strives to conduct pre-submittal meetings within five to seven
working days of receiving an application.
2. Applicant and the City Conduct the Pre-Submittal Meeting
The applicant, owner, and design team are strongly encouraged to attend the pre-
submittal meeting.
The meeting is held with representatives from Public Works Engineering and
Transportation, Community Services (Building), Fire Marshall’s office, and the Planning
Division and is scheduled for 30 to 60 minutes.
The Planner provides the applicant with a Pre-Submittal Checklist specifying the items
required to make the application complete if it is not already complete, and the
applicant has 180 days submit a complete application to the City.
3. Applicant Submits a Complete Land Division Plat Application
When the applicant has addressed all items on the Pre-Submittal Checklist and the
City Surveying Section has notified the applicant’s surveyor that the plat and other
documents are sufficiently refined, the applicant can submit a complete application to
the City Survey Section located in the NW Quad of City Hall.
The application must conform to the Land Division Plat Submittal Requirements
Checklist on page 6 of this application packet.
If the submittal is deemed complete, the City Survey Section will sign-off on the City
Survey approval sheet and send the applicant to the Development & Public Works
Department for application submittal and fee collection.
Planning staff checks and signs the mylars.
4. Applicant Records Plat at Lane County & Submits Plat and Documents to City
After Planning staff checks and signs the mylars, the plat may then be recorded by the
applicant’s surveyor at Lane County.
After plat has been recorded at Lane County, applicant submits five (5) recorded, rolled
paper copies of the plat and three (3) copies of required documents to the
Development & Public Works Department prior to the issuance of building permits.

LAND DIVISION PLAT APPLICATION PROCESS
Applicant submits land division plat application for pre-submittal

City departments review application for completeness and hold pre-submittal meeting to
discuss completeness issues with applicant and applicant’s representatives.
Applicant addresses incomplete items.
City Surveyor checks application and returns
comments to applicant’s surveyor.
Applicant’s surveyor corrects plat
and returns to City Surveyor.
Applicant’s surveyor sets new monuments
and flags existing ones.
City Surveyor conducts field check and

Once no errors appear on the plat and a current title report is submitted, applicant’s
surveyor is given ok to submit complete land division plat application.
After ok given from City Surveyor and applicant has addressed all incomplete items from
pre-submittal, applicant submits complete application to the City Survey Section
(See Land Division Plat Submittal Requirements Checklist)
City Survey Section signs-off on City Survey approval sheet and sends the applicant to the
Development & Public Works Department for application submittal and fee collection.
Planning staff checks and signs mylars and notifies applicant’s surveyor of approval.
Applicant brings copies of recorded plat and documents to Development & Public Works
Department.
Applicant takes plat and accompanying documents to Lane County for recording.

Land Division Plat Pre-Submittal Requirements Checklist
NOTE: If you feel an item does not apply, please state the reason why and attach the
explanation to this form.
Application Fee – refer to the Development Code Fee Schedule for the appropriate fee
calculation formula. A copy of the fee schedule is available at the Development & Public
Works Department. Any applicable application, technology, and postage fees, are
collected at the pre-submittal and submittal stages.
Land Division Plat Application Form
Letter Addressing Conditions of Approval – lists and addresses each condition of
approval, detailing the actions taken and current status of each item.
Five (5) Paper Copies of the Plat stamped and signed by the surveyor.
Two (2) Copies of Closure Sheets for the boundary and each lot or parcel and all
common areas, dedicated areas, and easement areas that are not simple parallel offsets.
Two (2) Copies of Title Report or Subdivision Guarantee for the parcel being
divided. The title report must be dated within 30 days of submittal at the time of the final
submittal. An older report is OK at the pre-submittal stage.
Two (2) Copies of Each of the Reference Documents and Plats listed on the plat.
Two (2) Copies of Each of the Supporting Documents – the vesting deed (must vest
title to the owner listed on the plat), existing easement deeds, and documents listed as
exceptions in the title report, etc.
Two (2) Draft Copies of any street dedications.
Two (2) Draft Copies of Any New Easements or Restrictions being created by
separate document, improvement agreements, maintenance agreements, joint use
ingress/egress and utility easements, sewer hook up in lieu of assessment, and any other
documents that will be recorded together with the plat or that are required by the
Conditions of Approval.
Two (2) Copies of a Consent Statement (Concurrence) on the plat (to be signed by
the lender prior to final approval) OR Two (2) Copies of an Affidavit of Consent by
separate document is required from all Trust Deed, mortgage, or other secured loan
interest holders against the property to be recorded simultaneously with the plat IF any
public dedications or easements are being made and/or any other interests are being
transferred to the public per ORS 92.075 (2-4).
Copies of Wetland Documents as required.
Copies of ODOT Access Permits as required.
Draft Copy of Bargain and Sale Deed for Reserve Strips – City Survey Section has a
template.
Verification that Street Tree Agreement is in Progress as required.
Draft Copy of the Conditions, Covenants & Restrictions (CC&Rs) as
required.

Post Monumentation Deposit as required for subdivisions only. City Survey Section
has current fee schedule and templates.
Location of Any Floodways in accordance with SDC 3.3-400.
Existing Easements Clearly Identified with Their Recorded Reference.
New Easements and Reserve Strips Referenced in Owner Certificates of
Dedication and Purposes of Easements Identified on Plat.
NOTE: When, as part of the approval process, the application has been conditioned so that the
recordation of a document is required, the applicant shall be responsible for paying the Lane
County recording fee for any such required document. Documents which may require
recordation include, but are not limited to: Development Agreements; Improvement
Agreements; Deed Restrictions; Future Development Plans; Easements; Joint Use Access/
Maintenance Agreements; and Dedications of Right-of-Way.

FINAL PLAT REVIEW COMPLIANCE FOR
THURSTON OAKS
AKA LAWLOR SUBDIVISION (811-22-000161-TYP2)

This application is a submittal of the Final Plat for a Subdivision known as
Thurston Oaks at Map 18-02-02-23, Tax Lot 4300. The Tentative Subdivision was
granted approval on December 21, 2022 under File Number 811-22-000161-TYP2. The
Minor Variance was granted approval on December 21, 2022 under File Number 811-
22-000162-TYP2. The Hillside Development Overlay was granted approval on
December 21, 2022 under File Number 811-22-000218-TYP2. The Tree Felling Permit
was granted approval on December 21, 2022 under File Number 811-22-000217-TYP2.
The following explains how each condition of approval is satisfied.
Tentative Subdivision (811-22-000161-TYP2)
1. A public fire hydrant must be installed near the Lot 3 and 4 property line along
South 69th Place so that a hydrant is provided within 500 feet of nearby hydrants
on South 70th Street and South 69th Place.
A hydrant is proposed within the associated PIP (31082) and SUB water plans (included
in this submittal) near the northerly corner of Lot 4. A street light prevented the hydrant
from being located directly between Lots 3 and 4.
2. The developer must construct the proposed street improvements along South
70th Street and South 69th Place as shown on the proposed subdivision plan,
including curb, gutter, sidewalk, and new paving using the City of Springfield
Public Improvement Permit process.
A PIP (31082) has been submitted and approved by the City of Springfield which
incorporates the necessary improvements. The site plan submitted with this application
also shows these improvements.

3. The applicant must show on the final subdivision plans that Lots 5 through 8
have sufficient gravity flow to the public system or provide a private pump
system on these lots to direct effluent to the proposed sewer main in South 69th
Place.
An updated site plan for the subdivision is included in this submittal. The plan includes
flowline information for sewer connections and the minimum and maximum elevation
for Lots 5-8.
4. The applicant must construct the required public sanitary sewer system using
the City of Springfield Public Improvement Process.
A PIP (31082) has been submitted and approved by the City of Springfield which
incorporates the necessary improvements.
5. The applicant must provide calculations showing the proposed inlets can
capture the gutter flow or provide combination inlets (inlets with both catch
basin grates and curb inlets). Either City of Springfield or ODOT standard catch
basins may be used to meet this condition.
The PIP includes combination inlets. The Stormwater Report included in this submittal
details the flow calculations of the improvement area.
6. The applicant must show on the final subdivision plans that stormwater
services for Lots 5 through 8 can be managed by: gravity flow to the proposed
storm drains in South 69th Place, a private pump system, or managed on site so
that no additional water is discharged onto the downhill properties located to
the north of Lots 5 through 8.
An updated site plan for the subdivision is included in this submittal. The plan includes
flowline information for sewer connections and the minimum and maximum elevation
for Lots 5-8.
7. The applicant must show on the final subdivision plan and construct a catch
basin on the east side of South 69th Place to capture runoff and keep it in its
current storm drain system.
A PIP (31082) has been submitted and approved by the City of Springfield which
incorporates the necessary improvements. The site plan submitted with this application
also shows these improvements.

8. The applicant must provide a mechanical treatment device (stormwater quality
manhole) that meets the city’s requirements as part of the storm drain system
for this subdivision. This should be located at storm drain manhole #6 shown in
the Tentative Subdivision Site Plan. The Washington State TAPE List can be used
for suitable mechanical treatment.
A PIP (31082) has been submitted and approved by the City of Springfield which
incorporates the necessary improvements. The site plan submitted with this application
also shows these improvements.
9. The developer must install all required utilities in the public right-of-way or a
suitable easement and coordinate their placement with other utility providers
and site features such as driveways, sidewalk and curb ramps to minimize
disruption and avoid compromising required design features. All utility
locations must be shown on the plat and coordinated with the City using the
Public Improvement Permit process.

10. The applicant must not dedicate an additional PUE for the South 70th Street

The location of the 12-foot sanitary sewer easement was discovered between the
tentative submittal for the subdivision and this submittal. An additional 7-foot public
utility easement, overlapping the 12-foot sanitary sewer easement is necessary along the
frontage of S 70th Street.. The PUE is necessary for the stormwater infrastructure on the
PIP (31082) but the existing easement was exclusively for the use of a sanitary line.
11. The applicant must provide express written approval from SUB Water for a
water main under the sidewalk on the south side of South 69th Place including
that no valves will be located in any ADA ramps or within the center 4-feet of
the sidewalk.
The approved water utility plan permitted with SUB water is included in this submittal.
The location of the water main has been moved to be within the pavement area of S 69th
Place.
12. Prior to initiation of any construction on the property, the applicant must obtain
a Land Drainage Alteration Permit (LDAP) from the City for erosion and
sediment control measures.

Minor Variance (811-22-000162-TYP2)
1. The applicant is required to either mitigate runoff from the site to what would
result from a 10,000 ft² lot size or to limit impervious area to 2,800 ft² of total
impervious area per lot. Lot coverage limitations will need to be listed on the
subdivision plans and implemented in the CC&Rs for the subdivision.
An updated site plan for the subdivision is included in this submittal. The plan includes a
note indicating that the maximum impervious area for each lot must not exceed 2,800
SF without approved on site detention or retention. At this time, it is unclear whether or
not the developer wishes to enforce CC&Rs for the subdivision, but this will be included
should a decision be made in the affirmative. The note on the updated site plan states:
“All lots must limit their impervious area to 2,800 square feet unless they show that they
can mitigate the excess runoff through detention or retention at the time of building
permit.”
Hillside Development Overlay (811-22-000218-TYP2)
1. During the tree removal process, the applicant’s engineer will closely monitor
the cut and fill slopes for erosion and mitigate any risk by establishing the
required vegetation on the development site.
This will be addressed as a requirement for the inspecting engineer during the PIP
construction phase.
2. Prior to issuance of building permits for development, the applicant must
demonstrate that the dwellings in the subdivision are within 50 feet of the fire
apparatus access on South 69th Place and South 70th Street. Alternatively, the
applicant must provide enhanced driveway access to allow fire apparatus within
50 feet of a dwelling.
An updated site plan for the subdivision is included in this submittal. The plan includes a
note indicating the above condition.
3. To minimize fire risk to the subdivision and surrounding areas, the applicant
will plant deciduous native trees on the development site to the greatest extent
practical and show them on the revegetation plan.
A paper copy of the updated plan for the tree felling permit was submitted in May of
2023. Those documents are also included in this submittal for reference. This includes
an updated location and type summary of the replacement trees for the site.

4. Prior to approval of the Final Subdivision Plat, the applicant must prepare a
wildfire defense plan for the development and obtain approval from the
Springfield Fire Marshal’s Office. The approved wildfire defense plan must be
recorded as a covenant against the lots concurrent with platting of the

A restriction has been added to the face of the plat stating that prior to issuance of
individual building permits for each lot, they must produce a wildfire defense plan
which requires Fire Marshal approval.

1. Prior to initiating any tree felling activity on the property, the applicant shall
