ITEM TITLE: BID AWARD FOR PROJECT P41049, WEST ‘D’ STREET BIKE
IMPROVEMENTS PROJECT.
ACTION
REQUESTED:
Approve or reject the following motion:
TO AWARD THE SUBJECT CONTRACT TO PACIFIC EXCAVATION, INC.
IN THE AMOUNT OF $349,270.00.
ISSUE
STATEMENT:
Five bids were received on this project. Contract award is now necessary to enable
work to proceed.

DISCUSSION/
FINANCIAL
IMPACT:
Work consists of constructing six (6) speed humps, one (1) raised crosswalk, new
asphalt bicycle path transition, re-alignment of existing path transition, two (2)
stormwater catch basins, approximately thirty (30) lineal feet on 10-inch
stormwater pipe, pavement markings, and signing on West ‘D’ Street between
River Hills Drive and Mill Street.
The following bids were received and opened on October 19th, 2023.
Pacific Excavation, Inc. $349,270.00

Knife River $437,690.00
Babb Construction, dba: Delta Construction $532,911.03
Brown Contracting $547,184.00
Pacific Excavation is the low bidder on this project. Funding for this project comes
from the Springfield Bike and Ped Safety Improvement agreement with ODOT, and
City contribution from Street Funds, which has been budgeted to allow for the
contract award amount.
