SDC 4.2.120 Site Access and Driveways - General Currently there are three driveway curb cuts serving the site. We have reduced the number to two curb cuts --one serving a parking lot on the north side of the site and the other serving a parking lot on the south side. Any existing, unused curb cuts will be restored to full height. We received confirmation during that DIM that the two proposed driveways are well -located and allowable by current code requirements. This was echoed in Clayton's Engineering Comments Memorandum. Refer to the Existing Conditions Plan (C1.0) for locations of current driveways (to be removed) and the Architectural Site Plan (A-100) for proposed driveway locations, dimensions, and separation distances. SDC 4.2.130 Vision Clearance Area No obstructions between 2.5' and 8' tall (from curb height) will be located within the vision clearance areas for either of the two development's driveways. Refer to the Landscape Plan (LA -1) for identification of the affected areas and compliance with the requirements of this section. SDC 4.2.135 Sidewalks and SDC 4.2.140 Street Trees Existing sidewalks and planting strips are adequately sized and deemed acceptable by CoS staff Street trees will be planted in accordance with City standards and CoS staff recommendations during the DIM that trees planted in the planting strip be limited to smaller trees/shrubs so as to avoid root disturbance of gas utility lines that are buried there. Refer to the Landscape Plan (LA -1) and Planting Schedules (LA -2) for locations/species of street trees. SDC 4.2.145 Lighting Standards Direct bury, roadway style street lighting will be added on 16th Street in accordance with this section and CoS Engineering Design Standards and Procedures Manual. This addition was discussed during the DIM and noted in Clayton's June 29, 2023, Engineering Comments Memorandum. In this Memorandum, it was also noted that a minor PIP/Encroachment Permit may be required for installation of the street light(s). Refer to the Architectural Site Plan (A-100) for the location of the new street light(s). SDC 4.3.105 Sanitary Sewer Sanitary sewer design for this project is in conformance with the applicable sections of the Engineering Design Standards and Procedures Manual (EDSPM). Refer to the Utility Plan (C3.0) for sanitary sewer mains and connection location. SDC 4.3.110 Stormwater Management A stormwater management system that complies with this section, the 1 -year TOTZ overlay district requirements, and HUD's application of NOAA requirements (required for projects receiving federal funding that cannot keep storm water levels leaving the site below "pre -Lewis and Clark" levels) has been designed for this site. Accordingly, all runoff from impervious surfaces (including the roof) is being vegetatively treated, no storm water is being infiltrated (due largely to poor infiltration rates), and a detention facility has been included in order to meter the discharge of site storm water to the CoS stormwater system. Connecting to the CoS stormwater main will require a pothole and, as such, a minor PIP and an encroachment permit are likely required. Refer to the Civil Grading Plan (C4.0), Utility Plan (C3.0), and Civil Details (C5.0 and C5.1) for connection location with the CoS storm main, rain garden locations and sizes, location of the detention facility, and details. The Geotech report included with this application package provides information on soils and the water table. Additionally, because the site is located within the 1 -Year TOTZ, a Full Stormwater Management Report was completed. Compliance with 1 -year TOTZ requirements is addressed on page 17 of this narrative report. r comemhunt Source lmanmry iEe°ua 1 WELL SITEB •,••• `. •. ,' ap.M,na enee .gismo DEN FtFmm.ndwcbenwean 71meM/TiavetZones MMYY"" ttvv hCWn"nfiw_ 1-YaM TOT + .,q Turtle Rfa.ies 2y.. ..
