ISSUE STATEMENT: The Bicycle Pedestrian Advisory Committee (BPAC) has five vacant positions as of December 31, 2023, due to two existing vacancies and three positions open due to the term expiring for Bryce Mayall, Julie Johnson, and David Leedom on December 31, 2023. Five applications were received for the five vacant positions. ATTACHMENTS: 1: Bovee, Douglas Application 2: Coleman, Elena Application 3: Glaeser, Rachel Application 4: Metzler, Paul Application 5: Mishaga, Garrick Application 6: BPAC Interview Questions DISCUSSION/ FINANCIAL IMPACT: The Bicycle and Pedestrian Advisory Committee, which typically consists of nine voting members, is seeking new members for five vacant seats starting January 1st, 2023. The committee has had two year-long vacancies and committee members Bryce Mayall, Julie Johnson, and David Leedom 3-year terms are expiring on December 31, 2023, and have chosen to not reapply for a second term. The remaining BPAC members Kevin Campbell (chair), Chris Manuel, Keith Dickey, and Patty Brisco have two remaining years on their terms ending December 31st, 2025. The Bicycle and Pedestrian Advisory Committee asks that the Council interview the five applicants and appoint new members to the BPAC for three-year terms ending December 31, 2026. What experiences / training / qualifications do you have for this particular board / commission / committee? I am a second-year graduate student in the Community and Regional Planning Master’s Program at UO. Many of my classes and projects have focused on the intersections of housing and transportation. For example, through the Sustainable City Year Program, I worked with a team to create a master plan for the City of Sisters’ former elementary school site to increase housing supply, improve connectivity, and support community development. I also have a background in many of the safety and connectivity considerations for improving active transportation and infrastructure. Through my previous roles at the New Hampshire Coalition Against Domestic and Sexual Violence, I developed and managed statewide housing programs for survivors of violence. A crucial part of my position was my involvement on numerous boards and committees focused on housing, social services, and equity in NH. This experience prepares me to be a collaborative and engaged member of the BPAC in Springfield. Previous committee and group involvement in New Hampshire: • Executive Committee Member of the New Hampshire Balance of State Continuum of Care, Member of the Coordinated Entry Committee • Member of the NH Housing and Community Development Council to create the HUD Consolidated Plan • Race and Equity in NH Series – Member of the Civil Engagement and Economic Development Workgroups • Chair of the Response & Best Practice Committee of the New Hampshire Campus Consortium Against Sexual and Interpersonal Violence • Member of Housing Action NH – Coalition of organizations to support housing affordability and advocacy • Member of the Council on Housing Stability, Housing and Homelessness Workgroup • Participant in the Leadership for Racial Justice Cohort Program through the University of NH 2. What specific contribution do you hope to make? I have been an avid biker for many years and have always appreciated exploring new areas on a bike. One of my favorite things about living here is the accessibility of riding my bike for both recreation and day-to-day transportation. I see transportation, especially bike and pedestrian access, as crucial to developing stronger, more connected, and equitable communities. As a member of the BPAC, I hope to support Springfield’s process to improve bike and pedestrian safety and access. I believe these improvements will support the foundation for housing and economic development in Springfield and become a more connected, safe, and thriving community. Throughout my career, I have maintained active involvement in my agency’s and community’s work around diversity, equity, and inclusion. I am mindful of the identities that I hold and how they might Attachment 2 Page 3 of 4 intersect and interact with the identities of the community members I serve. I approach my work with cultural humility, seeking to be aware of the power and privilege that impact how decisions are made, and considering the challenges and needs of underrepresented groups. I seek to bring this perspective and focus to the committee. I believe engagement with disadvantaged community members is crucial to truly understanding larger community challenges. 3. Briefly describe your involvement in relevant community groups and activities. (Lack of previous involvement will not necessarily disqualify you from consideration.) As a graduate student, I am mostly focused on the demands of school and my graduate employment position (I am a Project Manager for the Institute of Policy Research and Engagement and will be managing a group of first-year planning students through the Community Planning Workshop this year). I attend a weekly Spanish meetup group in Springfield and am a member of Elevation Climbing Gym, but am not currently involved in other community groups. Once I graduate from UO, I hope to become more involved in the Springfield community as my partner and I seek to lay roots here. 4. What community topics concern you that relate to this board / commission / committee? Why do you want to become a member? I want to become a member of BPAC to become more involved in my new community! I love walking and biking and hope to make Springfield a more walkable and bikeable place. I’m excited to gain first- hand experience working on a planning committee and understanding how the public sector functions in a planning capacity. I also care deeply about housing and equitable community development, and transportation plays a major role in that process. I see my involvement in BPAC as a way to be involved in tangible improvements in Springfield that benefit the entire community and support more nuanced and long-term planning efforts (especially related to housing).
