RESOLUTION NO. 2023-35
A RESOLUTION ACCEPTING THE FY2023 BUREAU OF JUSTICE GRANT
FOR AN ADULT TREATMENT COURT
WHEREAS, like many communities, the City of Springfield has experienced the negative impacts
caused by drug addiction;
WHEREAS, the Springfield Municipal Court is responsible for adjudicating misdemeanor crimes that
occur inside Springfield city limits and that most of those cases involve driving while under the
influence of intoxicants and property crime cases motivated by substance abuse;
WHEREAS, the top three drug choices in Springfield are alcohol, marijuana, and methamphetamine,
and fentanyl use is increasing;
WHEREAS, in 2019 to 2021 there were 854 DUII arrests in Springfield and from 2019 to 2021, the
Lane County District Attorney's Office reported that the Springfield Police Department filed 751
delivery, possession, manufacturing, or frequenting controlled substance cases;
WHEREAS, the Bureau of Justice Assistance strengthens the criminal justice system by providing
funding and resources to programs that reduce crime and recidivism;
WHEREAS, the Office of Justice Programs (OJP) has approved 2023 BJA FY 23 Adult Treatment Court
grant to the City of Springfield in the amount of $900,000 over a four-year project period. The City
must accept the award within 45 days of notification;
WHEREAS, the Springfield Municipal Adult Treatment Court will be a misdemeanor adult drug court
that serves high-risk/high-need individuals with a coordinated team and resources;
WHEREAS, the program will consist of a dedicated judge and coordinator, a prosecutor, a defense
attorney, treatment agency partner, and probation supervision;
WHEREAS, an evaluator will use the Equity and Inclusion Assessment Tool to track the referral cohort
as it progresses through the different stages of the adult treatment court (referral, admission, and
discharge);
WHEREAS, the court will partner with an analyst to collect, report, and analyze demographic,
performance, and outcome data; and
WHEREAS, fiscal sustainability will be an ongoing planning effort over the four-year project period
including a formal sustainability plan that will identify funding sources such as Medicaid reimbursement,
solicitation of private foundation funds, and local/state/federal funds,
NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SPRINGFIELD:
Section 1: The Springfield Municipal Court is authorized to accept the grant and start an
adult treatment court.
Section 2: This Resolution will take effect upon adoption by the Council and approval by the
Mayor.
ADOPTED by the Common Council of the City of Springfield this 16thday of October, 2023, by a
vote of 6 for and o against.
