Subjecl Occupancy Inspection at2472North 37th Street, Springfield, Oregon.
Proposed Use: Residential Care Facility for Seven persons.
Dear Mr. Frank,
At your request, the Community Services Division/Building Safety conducted an
inspection of the building at the above address. The purpose of the inspection was to
determine the suitability of the building for the proposed use as indicated.
Based on the proposed occupancy, the existing conditions which are mentioned below do
not meet the minimum Building Safety Code requirements. Corrective measures must be
taken prior to occupancy to install, repair, replace or modiff the following items in order
for the building to conform to applicable safety codes:
1. All sleeping rooms shall be separated from corridors and common areas by solid core
doors capable of resisting the passage of smoke with a self-closing device and latching
hardware.
2. The guardrail for the interior stairway shall be a minimum of 36 inches in height, with
intermediate rails not greater than 4 inches apart. The handrail shall be 30 inches to 38
inches in height measured from the nosing of the stair threads.
3. Every project for renovation, alteration or modification of buildings, shall eliminate
architectural barriers for building accessibility up to an expenditure of 25 percent of the
total project cost.
4. Rooms used for sleeping purposes shall have a secondary means of emergency egress
directly to the outside through a door or window having a minimum openable area of 5.7
square feet. The minimum opening dimensions shall measure at least 20 inches
horizontally and 24 inches vertically. The height of the window sill above the interior
floor or landing shall be no greater than 44 inches.

5. An approved electrically supervised fre alarm and detection system shall be provided
in all SR occupancies. Fire extinguishers (2-A - l0 BC) shall be mounted on each floor
level 3-5 feet offthe floor.
6. A minimum 3x3 foot landing shall be installed at each egress door
7. Exit doors shall be pivoted or side-hinged swinging type. The rear sliding
glass door does not meet this requirement.
Building permits must be obtained for the above items which involve repairs or
modifications to the structural, electrical, plumbing or mechanical systems of the building
and for any additions or revisions you wish to make to the building.
Please submit plans to this office for the portions of the building you wish to rebuild,
replace, modiff or expand prior to commencing construction on the property. Your plans
will be reviewed for conformance to the applicable requirements, before the required
permits will be issued.
The above items are requirements for the existing structure only. Other items such as
parking, paving, site improvements, sidewalks, etc., have not been addressed as part of
this inspection, and may be required. Please contact the Planning Division of this office
regarding any necessary improvements to the site.
