Applicant Submits a Final Site Plan Review Application to the Development Services Department • The application must conform to the Final Site Plan Review Submittal Requirements Checklist on page 4 of this application packet. ® Planning Division staff screen the submittal at the front counter to determine whether all required items listed in the Final Site Plan Review Submittal Requirements Checklist have been submitted. • Applications missing required items will not be accepted for submittal. 2. City Staff Conduct Detailed Completeness Check • Planning Division staff conducts a detailed completeness check within 30 days of submittal. The assigned Planner notifies the applicant in writing regarding the completeness of the application. • An application is not be deemed technically complete until all information necessary to evaluate the proposed development, its impacts, and its compliance with the provisions of the Springfield Development Code and other applicable codes and statutes have been provided. • Incomplete applications, as well as insufficient or unclear data, will delay the application review process and may result in denial. 3. City Staff Review the Application & Issues Final Approval • This is a Type I decision and thus is made without public notice and without a public hearing since there are clear and objective approval criteria and/or development standards that do not require the use of discretion. • Decisions address all the applicable approval criteria and/or development standards. • Applications may be approved, approved with conditions, or denied. • The City mails the applicant and any party of standing a copy of the decision, which is effective on the day it is mailed. • The decision issued is the final decision of the City and may not be appealed. 4. STAFF REPORT & DECISION FINAL SITE PLAN REVIEW FOR: CASE #811-23-000145-TYP2 5415 MAIN STREET SPRINGFIELD, OREGON "Finding 13: Some of the required street trees along S. 54th Street appear to be missing. Street trees shall be planted at 30 -foot intervals except where the planting interferes with traffic vision, street lighting, traffic signage, or public utilities, or as approved by the Street Supervisor, City Operations Division. "CONDITION. Prior to Final Site Plan approval, the applicant must show on the Final Site Plan and provide with site development prior to occupancy, two (2) street trees from the approved list for parking strips up to 8' wide in Chapter 6 of the EDSPM and size at the following locations: along S. 54th Street where a gap of more than 30 -feet exists along the western frontage." ACTION PROPOSED Two new street trees, with a minimum of 2" trunk diameter, will be planted in locations shown on the Final Site Plan. Tree selection species will be from the approved list for parking strips 6 feet to 8 feet. Current Status: SSW Engineers propose the planting of (2) Acer Saccharum species, Sugar Maple, trees. This species suggestion has been sent to the Tenant for confirmation & potential approval from Landowner. SDC 4.3 - Infrastructure Standards- Utilities. SANITARY SEWER STAFF REPORT & DECISION "Finding 95: The site plan shows an existing trash enclosure that is shared with the rest of the shopping center and the trash compactor and enclosure area for the former grocery store near the loading dock to be removed. No information is provided showing the proposed tenant has legal access to the existing trash enclosure, a new trash enclosure, and whether the existing trash enclosure meets the requirements for being covered, isolated and drain to the sanitary sewer system. 2350 Oakmont Way, Suite 905 Eugene OR 97409 Page 3 of 5 (54 9) 485-8383 "CONDITION_ Prior to Final Site Plan approval, the applicant must provide documents showing the proposed tenant has legal access to the existing trash enclosure and that it meets all code requirements for cover, isolation, and sanitary sewer drains, or propose a new trash enclosure location that meets all requirements." ACTION PROPOSED The property has more than one existing trash enclosure. The existing subject trash enclosure is intended for the major tenant usage and shall be updated to meet coded requirements for cover, isolation, and sanitary sewer drainage. Per verbal discussion between Michael Cox & Clayton McEachern, in August of this year, this condition no longer requires proof of legal access. Current Status: Tenant Infill plans are completed to show proposed sanitary sewer catch basin within the trash enclosure with drainage piped to an existing on-site wastewater manhole. Additionally, plans show proposed roof & support structure over existing trash enclosure fencing to maintain isolation. STORMWATER MANAGEMENT STAFF REPORT & DECISION "Finding 16: The overall site is not adding any impervious square footage, but the site is altering 8,000 square feet of existing parking lot to a new use and proposing a new catch basin and storm drain for this area. No flow control or drainage report is required for this alteration, but water quality measures are required for this alteration. See water quality section below for further details. WATER QUALITY PROTECTION STAFF REPORT & DECISION "Finding 21. To meet the requirements or -the City's MS4 permit, the Springfield Development Code, and the City's EDSPM, the applicant has not proposed any stormwater quality measures for the repurposed parking lot area and new catch basin. "CONDITION. Prior to Final Site Plan approval, to meet the water quality requirements for the repurposed parking lot area and new catch basin, the applicant must show on the final site plan, and provide during site development prior to occupancy, a double chambered catch basin with a filter insert that meets the above TSS reduction per the State of Washington's TAPE list. "CONDITION. The plan must designate maintenance responsibility for operating and maintaining the system and should be distributed to all property owners and tenants of the site. " ACTION PROPOSED None. Per verbal discussion between Michael Cox & Clayton McEachern, in August of this year, these conditions no longer apply. There is not a proposed catch basin nor is there is an underground storm system within the proposed change of use area. This area naturally sheet drains to the east and is collected in an existing catch basin. PUBLIC EASEMENTS STAFF REPORT & DECISION "Finding 30: The minimum width for public utility easements adjacent to street rights of ways shall be 7 feet. The minimum width for all other public utility easements shall be 7 feet on most street and 10' on arterials where possible. The Public Works Director may require a larger easement to allow for adequate maintenance. "Finding 31: The applicant is showing a proposed 10 -foot PUE along Main Street and a 7 -foot PUE along S. 54th Street. " ACTION PROPOSED Current Status: SSW Engineers has prepared documents for new P.U.E.s as shown in the Final Site Plan. These documents have been submitted as draft copies to the City Surveyor's office. We are awaiting review feedback prior to obtaining owner signatures, finalizing, and recording the proposed easements. Per email conversation between Heather Mayfield & Tom Seavers, in October 2023, these recorded documents are not a condition of Final Site Plan approval, though they must be recorded prior to Building Permit issuance.
