Douglas Gardens Park Picnic Shelter Replacement
Site Plan Review Narrative
1.0 Introduction
The existing timber picnic shelter at Douglas gardens Park is in poor condition and needs to be replaced.
Willamalane proposes to install a prefabricated steel shelter at the park closer to the playground.
Additional work will include paving under, and leading to, the shelter, and a small swale to accept runoff
from the roof/paved area.
1.1 Applicant’s request
Willamalane requests approval of the project through Site Plan Review.
1.2 Existing Use
The park is currently developed with a children’s playground, tennis and basketball courts, restroom,
lighting, site furnishings, paved sidewalks, and open grass areas with mature trees. The park is used in
the summer by the Food for Lane County Summer Food program, and other small gatherings such as
birthday parties. It is not intended to rent out the new shelter.
1.3 Land Use Requirements and Environmental Constraints
The site is zoned and designated as Public Land and Open Space (PLO), to which the proposed used
complies with city zoning requirements.
The site is within the 99-year TOTZ for wellhead protection. The site is entirely outside of the 500 year
floodplain according to the FEMA floodplain map. No wetlands are located on site according to
Springfield’s Local Wetland Inventory, or Water Quality Limited Watercourses.
According to the Natural Resources Conservation Service website mapping services, the existing soil type
is Chapman-Urban land complex (NRCS soil #25), and loam or gravelly sandy loam is expected to be
encountered.
1.4 Proposed Development
The new shelter is 20’ x 20’ (roof outline) and prefabricated and delivered to site for assembly. Concrete
footings are required and details are included in the plans and calculations submitted with the structural
permit application. A concrete pad and connecting sidewalk are also included, and a small grassy swale
with drain rock trench to accommodate storm water runoff. Existing lawn will need to be removed to
accommodate the improvements. Once the new shelter is in service, the old one will be considered for
removal.
1.5 Utilities
No utilities are within the project disturbance area, or will be installed with the shelter.
1.6 Springfield Development Code (SDC) Review Criteria
To approve the proposed application, it must be found that the request complies with the applicable
criteria as outlined in the SDC. Approval of the land use applications is contingent upon an applicant
demonstrating that the subject proposal is consistent with the SDC chapter 4 development standards.
To facilitate a review of Willamalane’s proposal for Douglas Gardens Park, this narrative addresses those
sections of the SDC that are deemed relevant to the application. Only the criteria to which a response is
deemed necessary has been included in the following paragraphs.
1.7 Site Plan Review application
Willamalane’s response to the SDC sections deemed applicable is as follows:
3.2-715 Base Zone Development Standards
The picnic shelter is outside of all required setbacks, and at 11’-8” height it meets any requirements.
4.3-110 Stormwater Management
D. Run-off from a development shall be directed to an approved stormwater management
system with sufficient capacity to accept the discharge. Where the Public Works Director
determines that the additional run-off resulting from the development will overload an
existing stormwater management system, the Approval Authority shall withhold Development
Approval until provisions, consistent with the Engineering Design Standards and
Procedures Manual, have been made to correct or mitigate this condition.
Storm water runoff from the new connecting sidewalk will be directed to run off into adjacent landscape
areas of grass. The impervious surface at the picnic shelter is currently proposed to be directed into a
grassy swale consistent with the City Engineering Design Standards and Procedures Manual. See sheet
C2.50. This is the same as the design for Arrow (Pierce) Park in 2022 which was a slightly larger shelter.
However, if City staff were amenable to the idea of sloping the shelter concrete to all four edges, the
option to drain into existing lawn areas would be preferred.
4.7-200 Public and Private Parks
Public parks shall be designated in the Metro Plan including the Willamalane Park and Recreation
District Comprehensive Plan or be approved in accordance with a Discretionary Use application as
specified in Section 5.9-100.
Douglas Gardens Park is an existing park and included in the Willamalane Comprehensive Plan.
