Accessory Dwelling Unit Application Process
1. Applicant Submits an Accessory Dwelling Unit Application to the Development
Services Department
• The application must conform to the Accessory Dwelling Unit Submittal Requirements
Checklist on page 4 of this application packet.
• Planning Division staff screen the submittal at the front counter to determine
whether all required items listed in the Accessory Dwelling Unit Submittal
Requirements Checklist have been submitted.
• Applications missing required items will not be accepted for submittal.
2. City Staff Conduct Detailed Completeness Check
• Planning Division staff conducts a detailed completeness check within 30 days of
submittal.
• The assigned Planner notifies the applicant in writing regarding the completeness of the
application.
• An application is not deemed technically complete until all information necessary to
evaluate the proposed development, its impacts, and its compliance with the provisions of
the Springfield Development Code and other applicable codes and statutes have been
provided.
• Incomplete applications, as well as insufficient or unclear data, will delay the
application review process and may result in denial.
3. City Staff Review the Application and Issue a Decision
• This is a Type 2 decision, made after public notice, but without a public hearing. Unless
appealed, this application is issued within 120 days of submittal of a complete application.
• Mailed notice is provided to property owners and occupants within 300 feet of the
property being reviewed and to any applicable neighborhood association. In addition, the
applicant must post one sign, provided by the City, on the subject property.
• There is a 14 -day public comment period, starting on the date notice is mailed.
• Type 2 applications within the Historic Overlay District will be reviewed by the
Historical Commission. The Historical Commission acts as the Development Review
Committee for issues involving Section 3.3.900 Historical Overlay District.
• Applications are distributed to the Development Review Committee, and their
comments are incorporated into a decision that addresses all applicable approval
criteria and/or development standards, as well as any written comments from those
given notice.
Applications may be approved, approved with conditions, or denied.
• The City mails the applicant and any party of standing a copy of the decision, which is
effective on the day it is mailed.
• The decision issued is the final decision of the City but may be appealed within 15
calendar days to the Planning Commission.

We propose to c onvert an existing 1980's family room addition into an ADU to be used by
owner's mother as an attached independent living space. The ADU will not increase the
existing footprint of the residence.

Narrative for Accessory Dwelling Unit, Type 2 Application
644 4" Street, Springfield, Oregon
Overview
This project pertains to the Ebbett House, (1905), a historic home at 644 4th
Street, Springfield, Oregon. The project is to remodel the 1980's rear
addition that connects the original primary dwelling to the original garage.
This project will convert the large family room into a 360 sq. ft. Accessory
Dwelling Unit (ADU).
First, we will separate the existing large family room from the primary
dwelling, creating a breezeway between the primary dwelling and the
former family room addition. We will then build a new wall for the former
family room. The original rear exterior of the primary dwelling will be
restored and will expose the original windows to the breezeway. Then we
will remodel the family room creating an ADU with all the specifications
that are required to qualify for the System Development Charges (SDCs)
waivers that are allowed in Springfield for ADU's.
Compliance with SDC 3.2.275 Accessory Dwelling Unit
This proposed ADU will comply with SDC 3.2.275 (A) Purpose, in many
respects including adding accessible housing to the neighborhood,
maintaining and stabilizing property values, making efficient use of
residential land, and, in this case, allowing for intergenerational living.
This proposed ADU will comply with SDC 3.2.275 ( F) and (G) in all required
aspects of development standards and design standards or alternative
standards.
The proposed Accessory Dwelling Unit (ADU) will be built by partially
separating the large family room from the primary dwelling and converting
it into a separate dwelling. The ADU, will be built on a R-2 zoned property
with a primary dwelling. The ADU will be about 360 sq. ft.
Separate from the primary dwelling at 644 4th Street, the ADU will have a
kitchen, bathroom, living room and sleeping area, its own entrance and its
own hard surface walkway over 3 ft. wide that leads from the ADU front
entry door to the sidewalk on F. Street. The ADU will have its own address
(we are proposing 339 F. Street), and 42"screen on 3 sides for the garbage
area. The siding and paint will match the siding and paint of the historic
primary dwelling. A three window design on the primary dwelling will be
continued on the facade of the ADU and over the front entryway of the
ADU. The ADU will have its own water meter and electricity meter. The ADU
will share wastewater service. The entry will have a small covered porch
with a sitting area that is at least 5 feet wide. There are no potential privacy
issues for others. Vegetation consists of a small California bay laurel tree,
lilacs and rose bushes. There are no plans to take away from the existing
vegetation. More flowering perennials will undoubtedly be added to
enhance the area.
Compliance with SDC 3.3.910 — 3.3.945 Historic Overlay District
The proposed ADU is not in conflict with any of the Historic Overlay District
standards enumerated in the subheading. The project does not include
using a manufactured home. Careful planning with the objectives of
preservation and restoration has been and is our intent. Original windows
on the rear of the primary dwelling that have been covered for 40+ years
will be uncovered, repaired, restored to working order and functional again.
The existing back door will be repaired and restored. The exterior siding on
the rear of the house will be evaluated and repaired with siding and paint to
match the rest of the historic vernacular farmhouse. The new ADU east wall
and existing north fagade of the ADU structure will also match the primary
dwelling insofar as siding and paint color. The recurring "triple windows"
theme throughout the original primary dwelling will be
extended to the north facade of the ADU and in a fixed transom window
over the ADU front entry. Finally, the north entry into the breezeway will
have a plain screen door surrounded by a screened wall that will
complement the vernacular farmhouse appearance while allowing
maximum air and light into the space.
