Applicant's Questions:
l. Per the city's development code, each property is granted one access and as this property already
has two, it is unlikely a third access point will be permitted. With this large of property, a
tumaround onsite is likely feasible to address your concems with backing onto the road. An
additional driveway entrance is likely to further complicate and increase the danger to vehicles
on 2nd St.
2. Demolition permit questions to be answered by building
3. New home construction questions to be answered by buildurg.
B & C: Septic permits are issued by lane county. They are sized and configured based on the
number of bedrooms. It is possible but unlikely that a 100 year old poorly maintained septic
system will be suitable for a new large home and a new system should be considered even if the
old one is serviceable.

Other Comments
a The drainage for the homes, shop and ADU will need to be designed for modem
standards. This property appears to drain into the Willamette River primarily and some
of it into Dorris Creek. Both are regulated as wetlands and as such all discharge from
impervious surfaces must be treated before discharge. For a property of this size a
suitable system should not be difficult to fit in, but may require engineering to meet the
requirements if a suitable system from the Eugene Stormwater system is not adaptable to
the layout here. The chief problem will be retuming the concentrated runoff from the
roofs back into distributed flow. A swale with a wide overflow weir along the westem
edge at approximately the 100 year floodplain line would be my suggestion.
