ITEM TITLE: GLENWOOD MASTER PLANNING PROJECT UPDATE

ISSUE
STATEMENT:
The Springfield Economic Development Agency (SEDA) Board will hear an
update on the Glenwood Riverfront master planning process from Rowell Brokaw
Architects and Walker Macy.

FINANCIAL
IMPACT:
Since SEDA’s last update in June 2023, the Rowell Brokaw Architects and Walker
Macy team, Agency partners, and private landowners have refined the concept for
the Glenwood Riverfront Master Plan Area to consider infrastructure details and
gain a deeper understanding of development potential of proposed blocks (ATT 1).
This concept will serve as the framework for the Master Plan application, a formal
land use process that, once adopted, will realize phasing of development, provision
of public facilities and services, determination of specific land uses and densities,
identification of potential impacts of proposed developments, and assurance of
predictability for long term development potential for property owners.
This project is taking place in a primed planning environment. The Glenwood
Refinement Plan (2014) provides the land use policy framework. The 2035
Transportation Systems Plan sets the transportation framework. The 2015
Commercial and Buildable Lands Inventory establishes the land quantities needed
for Springfield’s future. The Glenwood Urban Renewal Plan (2004) defines the
eligible tax increment parameters for the project. SEDA and the City’s land
assembly is complete. And planning agreements have been signed by each current
property owner to assure the master planning work proceeds across the entire 30-
acre site (ATT 2). With policy defined and land secured, as the project matures
SEDA will play the key role in concept approval, decisions for residential and
commercial relocation, and proposals for land exchanges to achieve the concept.
The following principles have been used to inform the project to date. These
principles were sourced from the solicitation process for both the Master Planner
and Master Developer and from SEDA meetings for the project.
• To connect the community to the river.
• To meet the intent of the Glenwood Refinement Plan.
• To be flexible in approach and timely in outcome.
• To be economically viable in development considerations and property tax
performance.
• To feel right sized for Springfield.
Staff will provide a project management update for the SEDA Board in person.
