ITEM TITLE: TRANSPORTATION SIDEWALK PROJECT PRIORITIZATION
ACTION
REQUESTED:
Prioritize sidewalk projects to construct with the available grant funding.
ISSUE
STATEMENT:
The Central Lane Metropolitan Planning Organization (MPO) awarded the City of
Springfield approximately $3.9 million to address Springfield’s walking and biking
network including predetermined enhanced crossings at various locations. The City
has approximately $2.5 million remaining for new sidewalk and path construction.

DISCUSSION/
FINANCIAL
IMPACT:
At the September 11, 2023, work session, Council directed staff to prioritize the
extension of the By-Gully path along Hamlin Middle School; construct a new
sidewalk along Douglas Gardens Elementary frontage on S 37th St.; and cancel the
permanent Rectangular Rapid Flashing Beacon (RRFB) planned for 69th St. and
Thurston Rd. to construct a sidewalk on the south side of Darlene Ave.
After the work session, staff reconvened, and it was identified that the RRFB at
Thurston Rd. and 69th St. was identified by the Bicycle Pedestrian Advisory
Committee (BPAC) and prioritized by City Council previously. The RRFB at 69th
St. was specifically identified in the grant application and staff has begun the
necessary steps to complete the project with ODOT.
Following the recent work session, staff observed the existing temporary RRFB for
an hour before and after school and the temporary RRFB was used approximately
15 times in the morning and 15 times in the afternoon. With the existing speeds on
Thurston Road and the use of the temporary RRFB, a permanent RRFB is
warranted for long term pedestrian safety.
Staff recommends moving forward with the enhanced crossing and the recent three
prioritized projects including the By-Gully path extension, the S.37th St. sidewalk,
and depending on available funding either the north or south side of Darlene Ave.
Lastly, Councilor Pishioneri expressed concerns with the intersection of Thurston
Road and 66th St. Staff has identified $300,000 in federal funds that may be able to
be used for improvements. Staff will review the funding and continue to work on
this intersection, provide updates, and seek Council direction at appropriate times.
