ISSUE
STATEMENT:
A property owner in Glenwood has requested their land be removed from Phase 1
of the Glenwood Refinement Plan.

DISCUSSION/
FINANCIAL
IMPACT:
A piece of property in Glenwood falls within Phase 1 of the Glenwood Refinement
Plan (ATT 1). The Glenwood Refinement Plan zones this property as Employment
Mixed Use. The intent of the Employment Mixed Use zone is to provide “for office
employment and light manufacturing employment uses with limited external
impacts; that have riverfront views and points of access to the Willamette River;
and that helps meet an identified need for employment land in Springfield.”
The property’s location between two rail spurs limits its ability to be developed into
a facility that contributes to Springfield’s employment needs. The property’s base
zone, Light Medium Industrial (LMI), would apply in absence of the Refinement
Plan zoning. The LMI zone could support adjacent business’s needs.
The property owner is requesting assistance for removing this property from Phase
1 of the Glenwood Refinement Plan. The following options can be considered by
City Council for proceeding with this request. These options range in time, cost,
and impact on City staff capacity.
1. The property owner prepares materials for a Plan Amendment and Zone
Change. The property owner applies for a Refinement Plan Amendment and
pays the fees associated with the application process (with estimated
application fees to the City at $41,000 in addition to the cost for the application
materials to be prepared). This is the typical land use application pathway.
2. City Council initiates the Plan Amendment and Zone Change on behalf of the
property owner. City staff prepare application materials.
a. A City Council initiated process would eliminate the application fees.
b. This option results in a high impact to City staff capacity both in the
financial cost of City staff time to prepare and process the application and
the inability to progress on other comprehensive planning priorities.
3. City Council initiates the Plan Amendment and Zone Change on behalf of the
property owner. The property owner prepares, submits application materials.
a. This hybrid option would eliminate application fees to the City and ensure
the applicant has participation and ownership in the process through
preparation of the required submittals.
