Hi Ryan, this recommendation is based on dozens of legal description review responses sent back from DOR over the
years - it appears they have taken the language in ORS 308.225(2Xb)(A) literally: "a series of courses in which the
first course starts at a point of beginning and the Jinal course ends at the point of beginning. Each course must
be identified by bearings and distqnces..." The explanation provided by DOR previously is that it allows non-
surveyors in the County and State Assessors offices to trace the annexation territory boundary based on the point of
beginning and the course numbers in the accompanying legal description.
The applicant can proceed with the description you provided and it will be sent to the DOR for preliminary review once
the annexation is submitted. lf there are any requested revisions they would need to be made to the legal description
before it is adopted with the annexation ordinance.

Do you have a code section or ORS reference that you can point me to regarding the following requirement?
. Legal description should meet Oregon Department of Revenue requirements with numbered courses labeled on
the cadastral map and matching numbered courses in the legal description.
Looking at ORS 308.225 I didn't see the requirement to number the courses, so I figured that requirement might have
come from elsewhere.
