Backus@kpff.com Subject: RE: Big Bass LLC Annexation Completeness Checklist Hi Kristen, I think there can be some potential efficiencies around the Metro Plan Amendment and Zone Change timetable. Right now you are showing a submittal in late February but the first public hearing at the Planning Commission isn't scheduled until late May. With a complete submittal I believe the initial Planning Commission public hearing could be held in April and the City Council meeting in late May or early June. The City Council takes a summer recess so it would be advisable to have everything wrapped up prior to the last meeting before the break (July 3). lf there are information gaps or additional materials required these can be provided by your team to supplement the application instead of having staff issue an incompleteness notice requiring a resubmittal. There may be other ways to economize on the time, including a shorter time period for issuance of a site plan review decision (hopefully closer to 40 days). With changes to the City's Development Code there is no longer a requirement for a Development Agreement if there are no public improvements being made, so the project would be eligible for building permit issuance once the final site plan is approved. Again, not a huge time savings but it could gain a week or two in the overall schedule. Therefore, he can get the civil design completed and he could get the grading done next summer. Any other feedback on the schedule is helpful. Can you let me know if we understood the overall process correctly. Other than submitting the concurrent Plan Amendment and Zone Change while the Annexation is pending, which would elevate to County review as you brought up today, do you have any other ideas around process to allow for an earlier start of construction than November of next year (this would assume that Shaun submits building permit while the Site Pan Review is pending and once the SPR is approved, the building permit would be ready for issuance). Obviously, any early submittal of application(s) prior to a decision of a precedence application to shorten the schedule allowed by code (or at least code being silent) would be at the risk of applicant For instance, remind me, would it be possible to pull an LDAP/grading permit prior to SPR decision?
