Applicant Submits a Land Division Plat Application for Pre -Submittal • The application must conform to the Land Division Plat Pre -Submittal Requirements Checklist on pages 4-6 of this application packet. • A pre -submittal meeting to discuss completeness is mandatory, and pre -submittal meetings are conducted every Tuesday and Friday, from 10:00 am - noon. • Planning Division staff strives to conduct pre -submittal meetings within five to seven working days of receiving an application. 2. Applicant and the City Conduct the Pre -Submittal Meeting • The applicant, owner, and design team are strongly encouraged to attend the pre - submittal meeting. • The meeting is held with representatives from Public Works Engineering and Transportation, Community Services (Building), Fire Marshall's office, and the Planning Division and is scheduled for 30 to 60 minutes. • The Planner provides the applicant with a Pre -Submittal Checklist specifying the items required to make the application complete if it is not already complete, and the applicant has 180 days submit a complete application to the City. 3. Applicant Submits a Complete Land Division Plat Application • When the applicant has addressed all items on the Pre -Submittal Checklist and the City Surveying Section has notified the applicant's surveyor that the plat and other documents are sufficiently refined, the applicant can submit a complete application to the City Survey Section located in the NW Quad of City Hall. • The application must conform to the Land Division Plat Submittal Requirements Checklist on page 6 of this application packet. • If the submittal is deemed complete, the City Survey Section will sign -off on the City Survey approval sheet and send the applicant to the Development & Public Works Department for application submittal and fee collection. • Planning staff checks and signs the mylars. 4. Applicant Records Plat at Lane County & Submits Plat and Documents to City • After Planning staff checks and signs the mylars, the plat may then be recorded by the applicant's surveyor at Lane County. • After plat has been recorded at Lane County, applicant submits five (5) recorded, rolled paper copies of the plat and three (3) copies of required documents to the Development & Public Works Department prior to the issuance of building permits. Phase IV is a 37 lot portion of the Woodland Ridge Subdivision. The following responses to conditions of approval are in italics. This condition was met in Phase 3 Submittal of Woodland Ridge. 2. "No Parking — Fire Lane" signage must be provided on one side of the street for all local streets with 28 feet width of pavement, and on both sides of the street for streets with less than 28 feet width of pavement. The locations of the "No Parking" signage must be depicted on the PIP plans for Woodland Ridge Phases 3 & 4. "No Parking" signage has been depicted where required on the PIP plans for Woodland Ridge Phase 4. 3. Prior to approval of the Final Subdivision Plat for Phases 3 and 4, the segments of public street depicted as "South 50th Street" and "Fir View Drive" must be changed to a unique, alternate name acceptable to the Lane County Road Naming Committee. The segments of the street depicted as "South 50t`' Street' and "Fir View Drive" have been changed to Cedar View Drive. 4. Prior to approval of the Final Subdivision Plat for Phase 4, the segment of public street depicted as "South 53rd Street" must be changed to "South 53,d Place" or another unique name acceptable to the Lane County Road Naming Committee. The segment of public street depicted as "South 53', Street' has been changed to "South 531 Place" on the Phase 4 Plat of Woodland Ridge. 5. Prior to approval of the Final Subdivision Plat for Phase 3, the driveway locations for Lots 39 and 40 must be relocated to provide at least 50 feet of separation spacing from the Holly Street intersection with South 51St Place. Alternatively, the driveways must be relocated to the South 51St Place frontage of Lots 39 and 40. This condition was met in Phase 3 Submittal of Woodland Ridge. 6. The developer must construct full street improvements along all frontages and internal streets, including all required collector street connections in accordance with the approved Traffic Impact Analysis and the PIP plans approved for Woodland Ridge Phases 3 & 4. Full street improvements will be constructed along all frontages and internal streets in accordance with the approved TIA and PIP plans. 2 7. The applicant must construct the required public sanitary sewer system improvements for each phase of the development using the City of Springfield Public Improvement Project (PIP) process. The required public sanitary sewer system improvements for each phase of the development will be constructed using the City of Springfield's PIP process. 8. The applicant must design and construct all stormwater improvements, including areas required for maintenance access, for the Phases 3 & 4 subdivision areas using the City of Springfield Public Improvement Permit Process. This includes geotechnical approval for the retaining wall size, shape, location and installation and all construction to meet the manufacturer's requirements and specifications for this application of Ultra Block retaining walls. All stormwater improvements, including areas required for maintenance access, will be constructed using the City of Springfield Public improvement Permit Process. 9. The applicant must revise the grassy swale design to meet the requirements of Section 2.3.12 of the Eugene Stormwater Management Manual. This condition was met in Phase 3 Submittal of Woodland Ridge. Working with the City of Springfield Public Works, a different storm management facility has been designed to meet the requirements of Section 2.3.12 of the Eugene Stormwater Management Manual. The proposed grassy swale has been changed to a new design, therefore this criterion is no longer applicable. 10. The applicant must revise the flow outlet structure to be used for Pond #1 to meet the requirements of Section 2.3.8.3 of the Eugene Stormwater Management Manual. This condition was met in Phase 3 Submittal of Woodland Ridge. The outlet flow structure to be used for Pond #1 has been revised to meet the requirements of Section 2.3.8.3 of the Eugene Stormwater Management Manual. 11. Prior to approval of the Final Subdivision Plat, the applicant must revise the Phase 3 lot configuration to place stormwater Pond #1 and its maintenance access area in a separate tract. This condition was met in Phase 3 Submittal of Woodland Ridge. Phase 3 lot configuration has been changed with stormwater Pond #9 and its maintenance access area in a separate tract (Tract H). 12. Concurrently with recording of the Final Subdivision Plat, the applicant must execute and record a separate document to dedicate the Pond #1 tract area, including sufficient area for maintenance access, to the City of Springfield. 3 This condition was met in Phase 3 Submittal of Woodland Ridge. 13. As part of the PIP process, the applicant must submit a vegetation plan for the grassy swale and dry detention pond that meets the requirements of the City's design standards as required in Section 3.02 of the EDSPM. The selected vegetation must be derived from Appendix 6B of the City's EDSPM, and period after acceptance of the PIP for the final subdivision phase that drains into Pond #1. This condition was met in Phase 3 PIP Plans of Woodland Ridge Phase 3. 14. To ensure a fully functioning water quality system and meet objectives of the City's MS4 permit, the applicant must maintain the vegetation in the stormwater treatment area for a two-year warranty period after acceptance of the PIP for the final subdivision phase that drains into Pond #1. This condition was met in Phase 3 Submittal of Woodland Ridge. The applicant is aware that vegetation must be maintained in the stormwater treatment area for a two-year warranty period after acceptance of the PIP for the final subdivision phase that drains into Pond #1. 15. To ensure a fully functioning water quality system and meet objectives of the City's MS4 permit, the Springfield Development Code and the EDSPM, the stormwater grassy swale and dry detention pond must be fully vegetated with all vegetation species established prior to approval of the final subdivision plat. Alternatively, if this condition cannot be met, the applicant must provide and maintain interim erosion control measures for the development until such time as the swale vegetation becomes fully established. The applicant must provide for the installation of all utility lines and associated infrastructure as part of the City's PIP process. Applicant is aware that buildings and structures must not be placed within 10 feet of vaults and junction boxes. Prior to approval of the Final Subdivision Plat, the applicant must obtain approval from SUB Water for the water system layout shown on the subdivision PIP plans and provide evidence thereof to the City. Applicant is in process of obtaining approval from SUB Water for the water system layout shown on the subdivision PIP Plans. 20. The applicant must provide suitable safety barriers or railings for all portions of the sidewalk along Holly Street that abut sections of retaining wall. Alternatively, the adjacent grade(s) must be modified such that a retaining wall structure is not required adjacent to the Holly Street sidewalk. Safety barriers will be installed for all portions of the sidewalk along Holly Street that abuts sections of retaining wall. Shown on PIP plans. 21 No portions of any linear retaining walls to be installed for Phases 3 & 4 can encroach within a public easement area, including streetside public utility easements. Applicant is aware that no portions of any linear retaining wall can encroach within a public easement area. 22. In accordance with SDC 4.5-110.A, exterior lighting for the rear of houses on Lots 1 and 4-7 of Phase 3; and Lots 1-29 of Phase 4 must be shielded and downcast to prevent light trespass into the adjacent natural area. A note to this effect must be added to the subdivision plat. A note has been added to the Plat addressing exterior lighting for the rear of houses on Lots 1 -29. 23. Prior to issuance of Building Permits for any lots within Phases 3, 4, and 5, the applicant or builder must demonstrate that the subject lot meets the applicable off-street parking provision requirements of SDC 4.6-100 and Table 4. 6-2. 5 Subject lots will meet the applicable off-street parking provision requirements prior to building permit issuance. 24. The construction plans for Woodland Ridge Phases 3 and 4 must include groundwater protection construction notes as outlines in Finding 96 of the staff report and decision on the Phases 3 & 4 subdivision tentative plan, Case 811-22-000040-TYP2. Prior to initiation of any construction activity or tree cutting within Phases 3 or 4, the applicant must obtain a Tree Felling Permit for the planned removal of qualifying trees from the development area. Prior to initiation of any stripping, grading or construction activity within delineated Wetland A, the applicant must obtain wetland fill/removal permits from state and federal agencies and provide evidence thereof to the City. Applicant has obtained a wetland permit from the Department of Environmental Quality (Permit No: NGENI2C-ORR10H349) 27. The applicant must construct Holly Street with enhanced bicycle and pedestrian facilities in accordance with the City's design guidelines for collector streets. The design and construction of Holly Street will be reviewed and approved through the PIP process for the Woodland Ridge Phase 3 subdivision. This condition was met in PIP approval of Woodland Ridge Phase 3. 28. Prior to approval of the Final Subdivision Plat, the driveways for Lots 39 and 40 within Phase 3 must be adjusted or relocated to meet the intersection separation spacing requirements of SDC Table 4.2.4. This condition was met in Phase 3 Submittal of Woodland Ridge. 29. Prior to approval of the Final Subdivision Plat, the approximately 2.33 acre portion of Phase 3 within the Urbanizable Fringe Overlay District (UF -10) must be annexed to the City of Springfield as initiated by File 811-22-000051-TYP4. This condition was met in Phase 3 Submittal of Woodland Ridge. An annexation agreement was recorded with Lane County on June 13th, 2022 (Case #2022-025907). All land within the Additional Property annexed hereby is included in one or another of the following classifications: Residential Lots 152 through 188 of Woodland Ridge Phase 4, as shown on the Plat; and Tract O. 2 C. Easements. The Lots and Tracts are subject to any easements shown, or noted, on the Plat of Woodland Ridge Phase 4. These shall include, but are not limited to, any sewer, utility, irrigation, and any access easements. D. Common Areas. Common areas, if any, shall be labeled as a "Tract" on the Plat of Woodland Ridge Phase 4. As per the Plat, the Common Area Tract is owned and maintained as -follows: (a) Tract 0 shall be held for future development and will be owned and maintained by the Declarant. 2. AMENDMENT TO THE DECLARATION A. Amendment. The following provision shall be added to Article 4, Section 4.29 of the Declaration of Protective Covenants, Conditions and Restrictions for Woodland Ridge and shall is also applicable to the terms stated in Article 3, Section 3.4(i) and Article 4, Section 4.5: (a) Owner Maintenance Responsibilities.
