Project No. 23-134 This partition divides an underdeveloped property in the Low Density Residential Zone. It is composed of a 0.5 -acre property (Tax Map 17-02-32-43 Tax Lot 6900). The property abuts South 471h Street to the west. The minimum density in Springfield is 6 units per acre per SDC 3.2-205(A)(1). The net area of the site is 0.5 acres, which requires 3 units minimum. The application proposes an internal division of property consisting of three parcels to fulfill the City of Springfield density requirements. Parcel 1 (11,882 SF) is a standard lot with frontage on S 471h St. Parcels 2 (3,864 SF) and 3 (6,144 SF) are standard lots that will be provided access to S 471h St via an existing and proposed Private Access and Utility Easement and Maintenance Agreement. Existing sanitary, storm, water and electric services are available in S 47� St. These utilities will be extended to the site via the existing Private Access and Utility Easement. With the type of soils that have been mapped by the NRCS. it is assumed that the soils on site have a low infiltration rate. Due to this, all the runoff from any development will outfall to the public stormwater pipe to the northwest of the development within S 471h St. No flow or flood control systems are proposed. No public improvements are being proposed with this application. EUGENE SPRINGFIELD 310 Sth Street, Spnngfield, OR 97477 1 p- 541.746.0637 1 v .brancheng ine nng.mm TECHNICAL MEMORANDUM DATE: September 14, 2023 PROJECT: S 47TH STREET PARTITION Branch Proj #23-134 TO: City of Springfield Atin: Clayton McEachern FROM: Renee Clough, P.E., RLS., AICP RE: Stormwater Design and Analysis ranch ENGINEERING= This Memorandum was prepared to address the stormwater runoff from a proposed partition located at 421 S. 47m Street in Springfield, Oregon. The existing site is a 21,900 square foot under -developed lot with a gentle 1.596 downward slope from south to north. The existing home is located near the front of the property along 471° Street with a detached garage to the southeast of the home with a gravel pad located behind it. A shared driveway is utilized by the site and the adjacent properties to the south. Two significant trees exist on site, a 12" diameter deciduous located behind the home, and a 40" diameter evergreen near the rear of the property. The remainder of the property is a maintained lawn and garden. According to the Natural Resources Conservation Service (NRCS), the existing soils on site are Pengra-Urban Land Complex, which encompasses approximately 1296 of the site, all near the southwest corner of the site in the developed area, and Courtney Gravely Silty Clay Loam, which encompasses the remainder of the site. Pengra-Urban Land Complex is classified as a poorly -drained stratified alluvium in hydrologic soil group D, and Courtney Gravely Silty Clay Loam is classified as a poorly -drained alluvium in hydrologic soil group D. PROPOSED CONDITIONS The proposed development consists of three parcels; the existing home will occupy the westerly parcel while the other two parcels will be available for new residences. Each parcel will be permitted up to 60% of their area as impervious surfaces (roofs, pathways, driveways, em.). The existing shared driveway is within a 26 -foot easement with an 18 -foot -wide pavement section abutted by 5 -6 -feet of compacted gravel. 10 -feet of the paved area is on site. The three parcels will take access from this and an expansion of the easement towards the rear of the property. WATER QUALITY Per the city of Springfield's Smrmwater Quality Design Standards all new non -rooftop area exceeding 500 square feet must be treated before leaving the site. As no design for construction is proposed with this application, no design for treatment can be determined. Per the City of Eugene Smrmwater Management Manual, a majority of the vegetative treatment options require 0.03 to 0.06 of the impervious area. Considering at least 4096 of the development must be left as impervious area, there is ample room for a number of treatment systems to be constructed on site. ANALYSIS The runoff from existing home and garage are captured in rain barrels. No outfall device to the public infrastructure exists on site. PROPOSED STORMWATER ANALYSIS Based on the Santa -Barbara Urban Hydrograph Method, the maximum increase in flow during a 2 - year storm event from current conditions to the maximum impervious area for both undeveloped parcels is 0.11 cubic feet per second (0.04 from Parcel 2 and 0.07 from Parcel 3). With the type of soils that have been mapped by the NRCS, it is assumed that the soils on site have a low infiltration rate.
