WRITTEN STATEMENT
CARVER FAMILY - SITE PLAN

The site is located at 3654 Kathryn Avenue (TM 17-02-30-43, TL 6401). The site
is 3.13 acres. The site is underdeveloped with a structure and associated vehicle
circulation on the easterly 1.76 acres. The remainder of the site is undeveloped. The
building is currently being used as a car repair facility.
The proposal is to construct a 17,000 square foot warehouse with commercial
truck loading docks, associated parking and stormwater facilities. The parking/drive
area on the westerly side of the existing building will be regraded in some areas to
incorporate the truck loading docks and back entrance to the new structure. The existing
building will be retained for its existing purpose.
A trash enclosure will be provided for the new structure as the existing structure
currently has trash facilities located within the structure.
The site currently has two driveway approaches to Kathryn Avenue. A third will
be added near the westerly edge of the site to access the new structure's main entrance.
The two existing driveway approaches will be updated with curb returns and regrading
to support ADA access and compliance.
Along with the private improvements, additional public improvements within the
Kathryn Avenue right-of-way will be incorporated into the design. These include setback
sidewalks, a stormwater runoff drainage ditch, and street trees. These will be
encapsulated within an encroachment permit. The ditch will extend westerly to the 351h
Street intersection to prevent rainwater pooling.
The tentative site plan review application pre -submittal checklist was met in the
following manner:
• No phasing is planned for the development.
• A seed mix and landscape notes are included on the plan set for all
landscaped areas.
• The architectural plan is included in the plan set.
• A lighting cut sheet is included in this submittal.
• All areas of the development, including the existing asphalt to remain, is
to be graded to proposed drainage structures.

unnecessary for the site.
• The size of the building has been reduced to allow for additional traffic
circulation.
• In order to allow high piled storage, the building will be sprinkled, which
also removes the need for an additional hydrant.

RE: Site Trip Generation for TIA Applicability
To document the trip generation potential associated with the proposal to improve a portion of
the existing site identified on tax lot 6401 of tax assessor's map 17-02-30-43, I am providing
this memorandum summarizing the projected post development site generated traffic and land
use assumptions associated with the proposed improvements. The site is within City limits of
Springfield and is generally located northeast of the intersection of 35'° Street and Kathryn Ave,
north of existing termini at 36'° and 37m Streets. The result of this memorandum demonstrates
that the proposed post -development traffic conditions do not trigger a formal traffic impact
analysis review per the codified trip generation thresholds of 100 peak hour trips and/or 1,000
average daffy trips (ADT) identified in City of Springfield Development Code, section
4.2.105(B)(1) & (B)(2) for new development proposals.
Existing Conditions
The subject site is identified on the undeveloped/vacant portion of tax lot 6401. The developed
portion of the tax lot is currently addressed as 3654 Kathryn Ave, and is developed with a
building totaling approximately 17,500 square feet (17.5 thousand square feet/KSF) that is
utilized for industrial uses as permitted by the City of Springfield. The existing developed and
permitted industrial use is not currently planned to be significantly changed or altered with the
current development proposal, except that a covered outdoor storage canopy is may be
removed from the site to allow for improved vehicle maneuvering around the rear of the
proposed new building.
Proposed Improvements
The proposed improvements include constructing a new building on the vacant portion of the
land at the site with approximately 17,000 square feet (17.0 KSF) of gross building floor area
that will be utilized for industrial uses and is most accurately described by an industrial park
type of use as permitted in the City of Springfield's Heavy Industrial zone, per SDC Table

3.2.420. As currently shown on the plan, the new building will have large bay doors at the rear
fagade of the building to serve each of the three proposed tenant units, with parking at the
front fagade (west side) of the building. Each unit. will be equipped with a small ancillary office
area and restroom facilities.
Trip Genemtion and Site Operations
As described previously, the site's proposed use, and the use overall (including the existing
industrial use) is most closely aligned with an industrial park type of use, which aligns best
with the Institute of Transportation Engineer's (ITE's) Land Use Code 130, Industrial Parkin the
current, 11'" Edition of the Trip Generation Manual. The trip generation from ITE's Land Use
Code 130 -Industrial Park was applied to the gross floor area (GFA) of the proposed new
building to calculate the potential trip generation with the ITE onhne web utility. The ITE Trip
Generation Web utility rates are based on the published national average trip generation rates
available for the category/type of use. The following table provides the potential trip generation
the proposed use is projected to generate, based on the most recent ITE data available:
As shown in the table, with the application of the ITE trip generation rate for an industrial park
type of use applied to the proposed building gross floor area of 17,000 square feet, the new
building area's use type could generate 57 average daily trips, with an estimated six of those
trips generated during each the AM and PM peak hours of adjacent street traffic or seven of the
trips occurring during the site's AM and PM peak hours of trip generation (peak hour of the
generator). The proposed industrial park use (overall or the incremental GFA proposed with
new development) is generally smaller than others that are included within the data set

available for the ITE Industrial Park category of use, and the rates provided are average rates
for the data sets included in the ITE database.
Conclusion
In summary, based on City of Springfield Development Code (SDC) criteria contained within
SDC 4.2.105(B)(1) & (B)(2) for new development proposals, the proposal to construct a new
17,000 square -foot building to be utilized with an industrial park type of use does not require a
formal traffic impact analysis review to be included, since it will not generate greater than 100
peak hour trips during any identified peak hour [SDC 4.2.105(B)(1)] and will not generate 1,000
or more average daily trips [SDC 4.2.105(B)(2)] after new development occurs and the units are
fully occupied. The site generated traffic is not expected to result in any significant identifiable
impacts to the existing transportation system, which would be indicated by increasing traffic
that contributes to any known traffic problems in the area based on safety, speed or
congestion.
