COMMENTS FROM tANE COUNTY TRANSPORTATION PLANNING Lone County Transportation Plonning strongly supports an inclusion of the segment of lonus Street ond the right-of-woy thot fronts the subject property as part of the onnexation request to provide on opportunity for future jurisdictionol tronsfer. Unless ond until jurisdictionol transfer of lonus St occurs, the rood is subject to the requirements of Lone Code Chopter 15. The subject property ("property") is located within Springfield's Urban Growth Boundary. The property fronts Janus Street along its northerly property line. As shown below, Janus St is owned and maintained by Lane County, and functionally classified as an Urban Local Roads. Urban Local Roads require a minimum right-of-way width of 60 feet, except that the right-of-way width may be reduced to a minimum of 45 feet for development setback purposes upon written approval of the County Engineer or designee (LC 1s.070( lXcXiXff)). Such requirements are at Lane Code (LC) Chapter 15 and include: LC 15.045: Minimum Requirements for Public Roads and Local Access Roads, LC 15.135: General Access Requirements, LC 15.137: Access Management Requirements, LC 15.138: Driveway Approach Spacing Standards, LC 15.139: Standards for Culverts and Private Approaches on County Roads, and LC 15.205: Facility Permits. Facilitv Permits Generally, Facility Permit approval is required for the placement of facilities and development within the right-of-way of a County Road. Facilities and development include, but are not limited to: road improvements; sidewalks; new or reconstructed driveway or road approach intersections; utility placements; excavation; clearing; grading; culvert placement or replacement; stormwater facilities; or any other facility, thing, or appurtenance [LC 15.205(1)]. Ditches adjacent to County roads are designed solely to accommodate stormwater runoff generated by the roadways themselves (Lane Manual Chapter 15.515).
