A: Staff can assist with filling out the annexation application forms at the following step in the process, which is the pre-submittal meeting. One of the necessary steps will need to be taken by the property owner, which is obtaining ownership certification from Lane County Assessor's Office. The original signed form will need to be submitted for the annexation application. Q: Annexation process, timeline and fees? A: The next step is a pre-submittal or completeness review meeting ($6++l which is held about one week after the application is submitted. The pre-submittal meeting is an opportunity for staff to ensure the necessary application materials are complete and ready for presentation to referral agencies and the City Council. Staff can assist with preparation of the application forms at this meeting. Because the requested annexation is to address a septic failure, the City will assist with preparation of a legal description and map of the annexation area. Annexation of the property will require an Annexation Agreement between the property owner and the City and would be followed by full submittal of the annexation application. The Annexation Agreement will outline potential future obligations for Janus Street improvements and commitment to annex if the application comes later than the sewer hookup can be installed. There are placeholders for annexation public hearings at the first City Council meeting of each month so the actual public hearing date would depend on the date of submittal. At least 35 day advance notification of the annexation action needs to be provided to the state, so staff would calculate the public hearing date as being at least 35-60 days following application submittal. Staff has calculated the annexation application fee as being $4,444.81. The annexation will run on a parallel track with a planned sewer extension project along Janus Street and including Janus Court. The City is preparing final civil engineering plans for this project, which will kick off later in 2022. By extending the public sanitary sewer line along Janus Street the City will save the applicant the time and significant expense of undertaking this project on their own. The applicant will be responsible for obtaining necessary permits to connect to the sewer line; paying sewer assessment and System Development Charges fees; decommissioning the on-site septic system; and installing on-site plumbing necessary to serve the house and any accessory buildings. Q: Sewer connection fees? A: DPW Engineering to comment. Q: Anything else? A: The property is not contiguous with the City limits although this a requirement to qualify for annexation. Concurrent with annexation of the property, the City would annex the right-of-way for Janus Street and Janus Court to provide contiguity with the City limits. With annexation the City will look at the condition of the Janus Street frontage of the property. It appears there is a non-conforming driveway that was added in recent years; this may need to be removed or a permit obtained retroactively.
