Tree Felling Permit Application
This tree removal permit application is being submitted for the subject property related to Woodland Ridge Phase
IV which is zoned LDR (Low Density Residential.) This permit covers 37 trees that are proposed to be removed for
construction of retaining walls and embankment for house construction to complete the approvalproject
improvements. This written statement addresses the tree removalpermit required criteria of the Springfield 5.19-
125 Criteria. Text from the code is italics and the responses are in plain text.
SDC 5.19-125 Permit Criteria
A. Whether the conditions of the trees with respect to disease, hazardous or unsafe conditions, danger of
falling, proximity, to existing structures or proposed construction, or interference with utility services or
pedestrian or vehicular traffic safety warrants the proposed felling.
The trees proposed to be removed are in close proximity to proposed construction and need to be removed
to complete required improvements related to the Woodland Ridge Phases 4 Subdivision approval. Trees
shown to be removed are trees that more than 30% of critical root zone will be impacted, causing them to
be unsafe. Primarily the proposed removed trees are located on the ridge.
B. Whether the proposed felling is consistent with State standards, metro plan policies and City ordinances
and provisions affecting the environmental quality of the area, including but not limited to, the protection
of nearby trees and windbreaks; wildlife; erosion, soil retention and stability; volume of surface runoff
and water quality of streams; scenic quality; and geological sites.
The trees need to be removed to construct the improvements required by the subdivision approval to
provide much needed housing. The removal of these trees will not adversely affect scenic quality, water
quality or cause erosion issues. 46 trees are proposed to remain, primarily along the ridge.
C. Whether it is necessary to remove trees in order to constructproposed improvements as specified in an
improved development plan, grading permits and construction drawings.
The trees proposed to be removed have critical root zones within the approved construction zone. We are
proposing to remove trees that more than 30% of the critical root zone is compromised. This is an
accepted standard to promote the safety of trees to remain.
D. In the event that no Development Plan has been approved by the City, felling of trees will be permitted on
a limited basis consistent with thepreservation of the site's future developmentpotential asprescribed in
the Metro Plan and City development regulations, and consistent with the following criteria.
Woodland Ridge Phases 3 & 4 Subdivision was approved by the City of Springfield (Case Number :811-
22-000040-TYP2)
E. Whether the applicant's proposed replanting of new trees or vegetation is an adequate substitute for the
trees to be felled
42 street trees are proposed to be planted in phase 4 of Woodland Ridge, to replace the 35 trees that are
proposed to be felled. No additional replacement trees are proposed.
F. Whether slash left on the propertyposes significant fire hazard or liability to the City.
Slash created from the tree removal process will be removed from the site to reduce fire hazard.
G. Whether the felling is consistent with the guidelines specified in the Field Guide to Oregon Forestry
Practices Rules published by the State of Oregon, Department of Forestry, as they apply to the northwest
Oregon region.
The tree felling operation will follow adopted guidelines and published rules as specified in this code
requirement.
H. Whether transportation of equipment to and equipment and trees from the site can be accomplished
without a major disturbance to nearby residents.
The tree removal process is incorporated into the larger subdivision construction project. Construction
traffic will use the construction access from Mt Vernon Road to access the work area. This will minimize
disturbance to existing adjacent residential areas.
This request for a tree removal permit is in compliance with the approval criterion for Springfield 5.19-125; thus
the applicant respectfully requests that the City approve this application. If there are any general questions about
this project, please do not hesitate to contact Scott Morris, PE, via email (scottmorrisgao-engr.com) or phone
