Planning Commissioners Present: Chair Sherwood, Vice Chair Gill, Tim Vohs, Grace Bergen, Sophie
McGinley, Andrew Landen, Michael Koivula
Absent: None
Staff: Sandy Belson, Planning Manager; Monica Sather, Senior Planner; Shannon Morris, Administrative

Chair Sherwood called the Regular Session of the Planning Commission to order at 7:02 p.m.

Special Session Items:
•Citizen Engagement Plan: Wetlands Riparian Inventory for UGB Expansion Areas
Staff: Monica Sather, Senior Planner
Monica Sather / Staff: gave a presentation on the Wetlands Riparian Inventory for UGB Expansion Areas.
The Commissioners offered suggestions for outreach: Direct messaging and detailed information should
be sent to environmental groups, the native American tribes, tourist organizations, and all interested
parties. Willamalane could also disseminate information about the plan to their clientele.
Sandy Belson / Staff: suggested to the Commission that they could add the amendments mentioned
during their deliberations:
1) Under page 3, IV. Stakeholders: 1st bullet list “Property Owners” – Add a stakeholder bullet to identify
the neighboring property owners;
2) Page 3, IV. Stakeholders: 2nd bullet list – Add “Air” to the 4th bullet point (Land, air, water and wildlife
conservation interests);
3) Add to the list of outreach targets that Commissioner Koivula submitted: the Tribes and tourism
entities.
4) Page 4, VI. Process Strategies: Task 2 – Add “identify a Public Service Announcement / newspaper
articles” as long we can remain flexible as to the timing, due to Covid and staff shortages;
5) Page 5, Under Task 2, 3rd Bullet point: add “the neighboring property owners” to the direct mail list in
parenthesis.
Commissioner Koivula moved that the community engagement plan be adopted with the amendments
as described by Sandy Belson. Commissioner Bergen seconded the motion.
