April 7th, 2020

Planning Commissioners Present: Chair Sherwood, Vice Chair Gill, Tim Vohs, Grace Bergen, Sophie
McGinley, Andrew Landen, Michael Koivula

Chair Sherwood called the Regular Session of the Planning Commission to order at 7:02 p.m.

Public Hearing
•Request for Metro Plan Diagram Amendment and Zone Change for 0.85 Acres of Property at
287 Deadmond Ferry Road, Cases 811-20-000031-TYP4 and 811-20-000032-TYP3
Staff: Andy Limbird, Senior Planner

Kristina Kraaz / Staff: explained the quasi-judicial hearing process (ORS 197.763 and Springfield
Development Code 5.1.500).
Chair Sherwood: opened the Public Hearing and called for the Commissioners to announce their
potential conflict of interest.
Commissioners were called to declare the potential conflict of interest or ex parte contact:
Sherwood: No potential conflict of interest or ex parte contact.
Gill: None
Vohs: None
Landen: None
Bergen: None
Koivula: None
McGinley: None
The public was called upon to declare, if there were challenges to the Commissioners’ impartiality or
objections to the Planning Commission’s jurisdiction concerning the matter of the Public Hearing: None.
Andy Limbird / Staff: gave a presentation on the request for Metro Plan Diagram Amendment and Zone
Change for 0.85 Acres of Property at 287 Deadmond Ferry Road.

Rick Satre, 375 W. 4th Avenue, STE 206, Eugene OR 97401: speaking on behalf of the applicant. The
application meets the applicable criteria for both applications. He confirmed that he had nothing to add
to the staff report and referred to his application for additional information.

Commissioner Koivula moved to close the public hearing and written record. The motion was seconded
by Commissioner Bergen.

Commissioner Landen moved to adopt the Planning Commission Orders in the Agenda packet as
Attachments 5 and 6, to forward a recommendation to the City Council to approve both applications.
Commissioner Vohs seconded the emotion.
