The applicant must retain a private professional civil engineer to design the site improvements and all public improvements in conformance with Gity codes, this decision, and the current Engineering Design Standards and Procedures Manual (EDSPM) pursuant to SDG 5.17-125.8 and SDC 4.1-110.8. The private civil engineer also is required to provide construction inspection services. Applicant Response: Eric Favreau was contracted as the professional civil engineer who has provided all design of the site improvements which conform to EDSPM and pursuant to SDC 5.17-125.8 and sDc 4.1-110.B. Staff Response: Verified and accurate. 2. The applicant must place new utility lines underground and provide screening from utility vaults/transformers/connections along the B Street frontage in accordance with SDC 4.4-110.8 and Springfield Utility Board's spacing requirements. Applicant Response: New utility lines have been installed per requirements of SDC 4.4-110.8. Staff Response: Staff will field verify this week and be in touch. 3. To ensure each parcel has adequate stormwater facilities, the applicant must construct al! stormwater management facilities, to be reviewed and approved through a plumbing permit and inspected by the Plumbing lnspector and Public Works. Applicant Response: Stormwater facilities are installed and have been reviewed and inspected. Staff Response: Plumbing permit 811-22-000358-PLM for all water, stormwater, and sewer facilities was issued on 0211612022 and received final approval on 0310412022. 4. To ensure residentia! development on Parcel 1 meets the setbacks from the infiltration rain garden, as outlined in the Eugene Stormwater Management Manual, page 2-25 Appendix B, the applicant must amend the shared utility easement or provide a 'No Build' easement into Parcel 1 adjacent to the infiltration rain garden. Applicant Response: There is a 10.00'x 36.00'No Build Area on Parcel 1 to ensure setback from the infiltration garden. Staff Response: Shown in preliminary plat. 5. The applicant must construct the driveway in compliance of the standards listed in SDC 4.2- 120.C, Tables 4.2-2 and 4.2-4, for "Single-Family and Duplexes. Applicant Response: The driveway is constructed in accordance with SDC code and compliance for "Single Family and Duplexes". Staff Response: Verified on Final Site Plan. 6. All fire apparatus access routes are to be paved all-weather surfaces able to support an 80,000- lb. imposed load in accordance with the 2019 Springfield Fire Code (SFC) 503.2.3 and SFC Appendix D102.1. The applicant must meet fire access road standards to obtain occupancy certificates pursuant to SDC 4.2-120. Applicant Response: All fire access has been paved to support the necessary load requirement in accordance with SFC 503.2.3n and SFC Appendix D102.1. 9127/2022 2 of 6 Staff Response: Verified on Final Site Plan 7. Prior to Fina! Plat approval, the applicant must include "NO PARKING-FIRE LANE" signage posted on both sides of the portion of the access drive which does not have parking on either side according to SFC Dl03.6. The location and detail of these signs must be shown on the pfans to meet the requirements of SDC 4.2-120. Applicant Response: "No Parking-Fire Lane" signs have been installed on both portions of the access driveway where no parking is located on either side. The signs meet the requirements of SDC 4.2-120. Staff Response: Staff will field verify this week. lf the signs are damaged or removed during construction, they must be replaced prior to occupancy. 8. Prior to Final Plat approval, the applicant must provide an operations and maintenance plan to the City for review to ensure the long-term maintenance and operation of the proposed soakage trenches and for the rain garden located on Parcel 2, consistent with maintenance criteria required by EDSPM 3.03.1. The plan should designate maintenance responsibility for operating and maintaining the system and should be distributed to all property owners and tenants of the site. Applicant Response: An operations and maintenance plan for the soakage trenches and rain garden on Parcel 2 is provided and provides designated maintenance responsibilities for the operation and maintenance among tenants and property owners. Staff Response: There was no 0&M submitted with the completeness check items. This must be reviewed and approved prior to Final Platting, please provide a copy as soon as possible for review. 9. Prior to Final Plat approval, the applicant must install the new sanitary sewer service lines to serye Parcels 2 & 3 to be reviewed and approved through an encroachment permit and a plumbing permit. Applicant Response: A new sanitary sewer service line has been constructed to serve Parcels 2 & 3 and have also been approved through an encroachment permit and plumbing permit. Staff Response: Plumbing permit 811-22-000358-PLM for all water, stormwater, and sewer facilities was issued on 0211612022 and received final approval on 0310412022. 10. Prior to Final Plat approval, the applicant must work with SUB for the design of their water access and to ensure that the water supply from nearby fire hydrants meets the standards required by the 2019 Springfield Fire Code in accordance with SDC 4.3-120. Applicant Response: Applicant has worked with SUB to ensure water supply from the nearby fire hydrants meet the standards from SDC 4.3-120. Staff Response: Comment from SUB water did not raise any concerns with this plat application. { f . tn accordance with SFG 912.4, immediate access to fire department connections must always be maintained and without obstruction by fences, trees, shrubs, walls, or any other obiects. Applicant Response: Access connectioOns have been cleared of any obstructions and will continue to be maintained. The plat pre-submittal meeting shall be held within one year of the date of the Land Division Tentative approval. A complete Land Division Plat application shall be submitted within 180 days of the pre-submittal meeting. lf the applicant has not submitted the Land Division Plat application within these time frames, the Land Division Tentative approval shall become null and void and re- submittal of the Land Division Tentative application shall be required per SDC 5.2-140. Owner/Applicant's Signature Date 9127/2022 4ot6 Land Division Plat Apptication Process (see next page for a diagram of this process) 1. Applicant Submits a Land Division Plat Application for Pre-Submittal . The application must conform to the Land Division Plat Pre-Submittal Requirements Checklist on pages 5 & 6 of this application packet. . The purpose of pre-submittal is to ensure the applicant has all items necessary for a complete submittal. . A pre-submittal meeting to discuss completeness is mandatory. . Pre-submittal meetings are conducted every Tuesday and Friday, from 10:00am - noon. . We strive to conduct the pre-submittal meetings within five to seven working days of receiving the application. 2. Applicant and the City Conduct the Pre-Submittal Meeting . The applicant, owner, and design team are strongly encouraged to attend the pre-submittal meeting. . The meeting is held with representatives from Public Works Engineering and Transportation, Community Services (Building), Fire Marshall's office, and the Planning Division. . The meeting is scheduled for 30 to 60 minutes. o The Planner provides the applicant with a Pre-Submittal Checklist at the end of the meeting specifying the items required to make the application complete if it is not already complete. . The applicant will then have 180 days to make the application complete for submittal and acceptance by the City. 3. Applicant Submits a Complete Land Division Plat Application When the applicant has addressed all items on the Pre-Submittal Checklist and the City Surveying Section has notified the applicant's surveyor that the plat and other documents are sufficiently refined, the applicant can submit a complete application to the City Survey Sectlon located in the NW Quad of City Hall. The application must conform to the Land Division Plat Submittal Requirements Checklisf on page 6 of this application packet. lf the submittal is deemed complete, the City Survey Section will sign-off on the City Survey approval sheet and send the applicant to the Development Services Department for application submittal and fee collection. Planning staff checks and signs the mylars. 4. Applicant Records Plat at Lane County & Submits Plat and Documents to City After Planning staff checks and signs the mylars, the plat may then be recorded by the applicant's surveyor at Lane County. After plat has been recorded at Lane County, applicant submits five (5) recorded, rolled paper copies of the plat and three (3) copies of required documents to the Development Services Department prior to the issuance of building permits. a a a a a a LAND DIVISION PLAT APPLICATION PROCESS Applicant submits land division plat application for pre-submittal (See Land Division Plat Pre-Submittal Requirements Checklist) City departments review application for completeness and hold pre-submittal meeting to discuss completeness issues with applicant and applicant's representatives. Applicant addresses incomplete items.City Surveyor checks application and returns comments to applicant's surveyor. Applicant's surveyor corrects plat and returns to City Surveyor, City Surveyor conducts field check and returns comments to applicant's surveyor Applicant's surveyor sets new monuments and flags existing ones. Once no errors appear on the plat and a current title report is submitted, applicant's surveyor is given ok to submit complete land division plat application. After ok given from City Surveyor and applicant has addressed all incomplete items from pre-submittal, applicant submits complete application to the City Survey Section (See Land Division Plat Submittal Requirements Checklist) City Survey Section signs-off on City Survey approval sheet and sends the applicant to the Development Services Department for application submittal and fee collection. Planning staff checks and signs mylars and notifies applicant's surveyor of approval. Applicant takes plat and accompanying documents to Lane County for recording Applicant brings copies of recorded plat and documents to Development Services Depaftment.
