Occupant Load: Sprinklered: Unknown Fire Alarm: Unknown The plans for the above project are being reviewed for compliance to the code references 2019 Oregon Structural Specialty Code (OSSC) ICC A I 1 7. l-2009 Accessibility Standard ASHREA 90.1-20I9 ASCE 7-16 2019 Oregon Mechanical Specialty Code (OMSC) This is a preliminary letter to address items that can be properly evaluated by an Oregon Licensed Architect, due to complexity in nature of proposed Change of Occupancy and information provided in the narrative for 912312022 Site Plan Review Completeness Check meeting. This itemized list of considerations will best be evaluated by your licensed professional to help guide your decisions for alterations required to comply with the various compliance paths. Please feel free to have your design professional reach out to me or my Building Official with further discussions. These items relate to Building Codes and Building Permits for City of Springfield, OR. We will work in tandem with the Eugene/Springfield Fire Marshal's Off,rce and requirements for Licensure with the State of Oregon for these requirements and considerations. Questions/Comments l. What will be the intended OCCUPANCY of this facility? As identified in the narrative it appears to fall within I-3 condition #2 (OSSC 308.4) due to the following narrative criteria: A. Restricted egress of occupants for duration of detoxification stay. B. Unclear if this restricted egress is limited to the sleeping units, or the exterior doors. (308.4.2) L.- L If restricted to sleeping units this qualifies as I-3 Condition 2 and provisions within OSSC 408 are required to be evaluated, unless otherwise noted within the code. IL If restricted egress is for the exterior doors (only) of the facility this may qualify as Occupancy classification R-4 Condition 2 (OSSC 3f 0.5.2) Licensure by Oregon Department of Human Services is condition of qualification. Please present licensure requirements for operating this facility. Unclear of requirements for a "Pre"-Residential Detox facility for the State of Oregon. Please provide supporting docs where applicable to ensure appropriate code is followed for compliance within the confines of OSSC, OPSC, OMSC and OESC. 2. Due to the building being located across two lot lines and an adjoining required parking lot (per Planning) encompasses two additional lot lines, a deed restriction on file will be required. This is to avoid conflict with a single structure spanning two legal lots. Please provide support documents to this condition. 4. Does this building have a SmokeiHeat Detection system? OSSC 1010.1.9.7 5. Ensue all applicable requirements associated with Egress is addressed in accordance with Ch l0 of the OSSC to meet conditions for determined Occupancy classification. (See also 1010.1.9.3 and 10101.1.9.7 to ll) 6. Clear designation of uses of all rooms as proposed to be included in submittal documents for Building permits. OSSC 107.4.1 7. Systems used for electronic mechanical locking will need to have spec sheets submitted for evaluation, and clear information within electrical plans for this condition. 8. Appropriate construction (fire/smoke barriers/partitions as appropriate) for the separation of spaces as identified requirements for Occupancy classification decided to work on. A.
