Final Site Plan Review Application Process
1. Applicant Submits a Final Site Plan Review Application to the Development Services
Department
The application must conform to the Final Site Plan Review Submittal Requirements
Checklist on page 4 of this application packet.
Planning Division staff screen the submittal at the front counter to determine
whether all required items listed in the Fina/ Site Plan Review Submittal
Requirements Checklist have been submitted.
Applications missing required items will not be accepted for submittal
2. City Staff Conduct Detailed Completeness Check
• Planning Division staff conducts a detailed completeness check within 30 days of
submittal.
• The assigned Planner notifies the applicant in writing regarding the completeness of
the application.
• An application is not be deemed technically complete until all information necessary
to evaluate the proposed development, its impacts, and its compliance with the
provisions of the Springfield Development Code and other applicable codes and
statutes have been provided.
• Incomplete applications, as well as insufficient or unclear data, will delay the
application review process and may result in denial.
3. City Staff Review the Application & Issues Final Approval
• This is a Type I decision and thus is made without public notice and without a public
hearing since there are clear and objective approval criteria and/or development
standards that do not require the use of discretion.
• Decisions address all the applicable approval criteria and/or development standards.
• Applications may be approved, approved with conditions, or denied.
• The City mails the applicant and any party of standing a copy of the decision, which
is effective on the day it is mailed.
• The decision issued is the final decision of the City and may not be appealed.
4. City Drafts a Development Agreement
Applicant and City sign Development Agreement
Final Site Plan and Development Agreement become null and void if construction
has not begun within two years of signing the Development Agreement.
5. City Conducts Final Site Inspection
City authorizes provision of public facilities and services and issues Certificate of
Occupancy

LAND USE REQUEST
The following are responses to conditions approval associated with the staff report that was issued on
6/20/23.
1. The approval of the modular building placement is for cosmetology education only as
part of the high school curriculum. Commercial customer service is not permitted in the PLO
zone.
RESPONSE: This condition is acknowledged. The applicant will not be operating this as a commercial
business. There is, however, the requirement that students obtain clinical hours by
providing services on patrons. This is Part of the high school curriculum and patrons will be
entering the facilities based on an appointment process. This patron service is a secondary
use to the primary use of the school's cosmetology program. Therefore, this condition has
been met.
2. The Final Site Plan shall show the entire property and surrounding property to a distance
of 150 feet in accordance with SDC 5.17.115(8) and (C) and in order demonstrate required
standards of the code applicable in the Site Plan Review including but not limited to
buildings, impervious surface, landscaping, bicycle parking and public improvements
including street trees.
RESPONSE: An additional sheet has been created to show surrounding properties within 150 feet of the
development site. Therefore, this condition has been met.
3. A Standard Springfield Wellhead Protection Sign must be posted permanently at the
trash enclosure as applicable or other location to be determined in consultation with SUB
Drinking Water Protection Coordinator. The applicant may contact SUB Water Department
to obtain sign standard or to purchase signs directly from SUB at $15/sign.

RESPONSE: The applicant understands this and has complied with this requirement on several other
sites. The district will obtain the necessary signage and permanently post it. This will not
occur until the trash enclosure is constructed. Therefore, this condition has been met.
4. The applicant shall show on the Final Site Plan the installation of a wing far the existing
driveway at the edge of the closure so that the wing starts at the property line and reaches
full heigh on the frontage of tax lot 11300.
RESPONSE: The Final Site Plan has been updated to include the installation of the driveway wing per this
condition. Therefore, this condition has been met.
5. Prior to connecting to the manhole in the alleyfar the sanitary sewer service the
applicant must obtain an Encroachment Permit.
RESPONSE: The applicant acknowledges this condition and will obtain an Encroachment Permit prior to
the connection to the public sanitary sewer line. Therefore, this condition has been met.
6. On the Final Site Plan the applicant shall show the underground placement of power and
the new transformer location with proximity to the new building and trash enclosure
demonstrating the clearance requirements for combustible and non-combustible materials.
RESPONSE: The Final Site Plan has been updated to show the location of the new underground power
and transformer, along with dimensions from the transformer to the trash enclosure and to
the proposed modular building. Please refer to SUB'S electrical design (included) for further
electrical details. Please refer to attached easement exhibit and description for further
details regarding easement location. Therefore, this condition has been met.
7. Upon Final Site Plan submittal a deed restriction tying the two lots together will be
required or an easement far the waterline will be required in order far the waterline to
extend across the adjacent lot to the subject lot.
RESPONSE: The applicant is proposing the dedication of a private utility easement on tax lot 11100 for
the benefit of tax lot 11200. Please see the attached easement exhibit and description for
further details. Therefore this condition has been met.
8. Because the existing bike parking does not meet the current bicycle parking
requirements, the applicant must show on the Final Site Plan, and provide a three spam
covered and lighted bicycle parking rack (ane space per 10 students) within 50' of the main
door of the new modular building but no further than the closest parking spam and meeting
the standards of 4.6.145 and 4.6.150.
RESPONSE: The Final Site Plan has been updated to show the proposed location of the covered, lighted
bicycle parking rack. The location is in compliance with this condition. See architectural
drawings for further details on the bicycle rack. Therefore, this condition has been met.

A strip of land 6.00 (Six) feet in width, said strip of land being situated in the northeast 1/4 of Section 35,
Township 17 South, Range 3 West of the Willamette Meridian, said strip of land being more particularly
described as follows:
Beginning at the northeast corner of Block 4, BRATTAIN'S ADDITION TO SPRINGFIELD, as platted and
recorded in Book 9, Page 6, Land County Plat Records, in Lane County, Oregon;
Thence along the easterly boundary of said Block 4, South 01'13' East a distance of 6.00 feet;
Thence leaving the easterly boundary of said Block 4 and running parallel with and 6.00 feet southerly of
the southerly right-of-way line of"D" Street, North 88°30' East a distance of 26.00 feet;
Thence parallel with and 26.00 feet easterly from the easterly boundary of said Block 4, North 01'13'
West a distance of 6.00 feet to the southerly right-of-way line of"D" Street;
Thence along the southerly right-of-way line of"D" Street, South 88°30' West a distance of 26.00 feet to
the point of beginning, all in the City of Springfield, Land County, Oregon and containing 156 square feet
of land, more or less.

PUBLIC UTILITY EASEMENT DESCRIPTION
A strip of land 7.00 (Seven) feet in width, said strip of land being situated in the northeast 1/4 of Section
