Bigfoot Beverages - Vending Operations Center

Minimum Development Standards Narrative — Revised 6-26-2023
Overview
As illustrated in the attached plans, Bigfoot Beverages requests the approval to remodel an existing
building to house their vending operations center. The site location of this remodel is 1860 Laura Street in
Springfield, OR. The interior remodel would include renovation of the existing office area, adding a
cooler/freezer at the warehouse portion of the building, and providing new loading docks on the North
side. Exterior alterations would include adding paving for the new loading docks and new ramps on the
east and south sides to improve accessibility into the building, and a new stormwater treatment facility to
treat the hardscape associated with the added loading docks at the north side of the building. The subject
site is within the existing parcel identified on County Assessor's Map 170327100 as Tax Lots 9300.
Permitted Use
The land use zone for the site is Mixed Use Light -Medium Industrial and Community Commercial (Mixed
Use LM & CC) with no specified Overlay Zone. The remodel to this building is a permitted use for the site
(Development Code 3.2.420 & 3.2.320). The proposed project does not change the existing uses.
Landscaping
The existing site conditions includes a landscape strip with street trees between the parking lot and
Shelley Street on the north side of the property. The original construction included landscape areas
between the sidewalk and the parking area along Laura Street to the west side. The south and west sides
lot lines include existing landscaped areas. The location of the irrigation valves serving all the landscaped
area is included in the L-1 Landscape Plan. No changes to the lot perimeter landscape areas on the West
and South are proposed for this application.
Waste Storage
In accordance with the Stormwater Management Manual, the new waste storage area will be covered and
hydraulically isolated, with roof drainage directed to storm and covered drainage inside the waste storage
area directed to sanitary. The new waste storage on this site will comply with all requirements per SDC
5.15.125.A. The new CMU walls are 6'-0" tall maximum. The gates will have slats to provide required
screening.
Bike Parking
According to SDC 4.6.155, Table 4.6.3, the categories that the building falls into are Offices and
Industrial/Wholesale. There are a total of 22 employees at this site. The total square footage of the
Offices part of the building is 4,438 SF. Based on this, required bicycle parking is:
Office: 0.75 space per 4,000 SF= (4,438 / 4,000) x 0.75 = 0.83 = 1
Industrial/Wholesale: 1/4 space per employee (22) = (1/4 / 22) x 1 = 5.5 = 6
Bicycle Parking Required= 7 spaces (75% long term/25% short term) = 5 long term / 2 short term
There will be 5 long term bicycle parking spaces (2 standard size and 1 larger size racks) beside the trash
enclosure. The new trash enclosure canopy will extend to also cover the bicycle racks. In front of the
trash enclosure and bike racks there will be a 54' stripped separation on the pavement to allow for
separation between motor vehicles and bike parking. The 2 short term bicycle parking spaces (1 standard
size rack) will be located on the east side of the building near the front entry. The rack will be partially
covered by the existing building canopy. The existing 5'-0" wide sidewalk that is located between the
motor vehicle parking lot and the new bike rack acts as a barrier between the bike and motor vehicle
parking lot.

Motor Vehicle Parking
The property has one main parking lot. The parking lot is accessible from Laura Street and Shelley Street.
The parking lot has 52 standard parking stalls and 3 accessible parking stalls. The 3 accessible parking
stalls will be located close to the building's entry. This is a total of 55 parking stalls.
According to SDC 4.6.125 Table 4.6.2, the categories that this building falls into is Warehouse
commercial sales and Manufacture and assembly.
Warehouse Commercial (Offices): 1 per 600 SF= (4,438/600 SF) = 7.39 spaces
Manufacturer/Assembly (Warehouse / Assembly): 1 per 1,000 SF= (36,457/1,000 SF) = 36.48 spaces
Minimum Vehicle Parking Required = 44 spaces, Maximum Allowed = 44 x 1.25 = 55 spaces.
The restriped existing parking lot provides the maximum number of spaces allowed to meet the parking
requirement.
Stormwater Treatment
To comply with SDC 4.3.110(A)(5) and Section 4.02 of the EDSPM, stormwater runoff from the new
parking lot and loading dock area at the north of the building will be directed into a new vegetated
stormwater treatment facility at the northeast corner of the site adjacent to Shelley Street and Laura
Street. From here, discharge will be conveyed to the Public storm system in Laura Street. The new paving
area on the north side of the building will be collected and piped to this facility. Refer to sheet C100.
A new double chambered catch basin with filters, approved by Washington TAPE, will be installed in the
existing parking lot to replace existing catch basins and to improve water quality.
New Loading Docks
A 60 inch wide continuous canopy will be provided at the four new loading docks on the North side of the
building. A gutter and downspout will connect to the stormwater drainage system. A new strip drain will be
installed at the dock ramp directly below the leading edge of the canopy to collect storm water draining
down the ramps. The sanitary drain at the lower end of the dock ramp will have a shut-off valve as
required by city standards.
Access to the Public Ri ht-of-Wav
There is one existing one-way curb and one existing two-way curb along Laura Street. There is one
existing one-way curb along Shelley Street. Pedestrian access from the building entrance will be provided
to Laura Street via a stripped pedestrian route, ADA ramps, concrete walks, and pedestrian gate as
shown on A001 -Site plan.
Sidewalks
There is an existing sidewalk along Shelley Street. The sidewalk will not be modified as part of this
project. A new portion of sidewalk will be provided on Laura Street to connect with a new pedestrian gate.
A new ADA compliant ramp will be installed at the intersection of Laura and Shelley Streets for North
access across Shelley Street. Ramp to meet City standards. The sidewalk on Shelley Street will be
extended around the existing mail drop box to allow 5-0" clearance on the south side of the box.
Streetlights
The streetlights along Shelley and Laura Street are existing. Per the City request, the head on the
existing street light located at Shelley Street will be replaced with an LED fixture to meet current City
standards.

On -Site Llghtincl
There will be added pole lights along the new fencing on the site. There will also be exterior wall mounted
light fixtures placed on the South, North, and West sides of the building. All lighting will comply with the
standards noted in SDC 4.5.100.
Public Utility Connections
The loading dock area will be covered and hydraulically isolated, with drainage directed to sanitary sewer.
A spill control shut-off valve will be installed on the sanitary sewer line collecting this drainage. The
existing site development includes connections to power, natural gas, storm water, domestic water, and
fire protection water lines. Refer to attached Sheet C100.
