RESOLUTION NO. 2023-29
A RESOLUTION IN SUPPORT OF A GRANT APPLICATION SEEKING PLANNING ASSISTANCE
FROM THE DEPARTMENT OF LAND CONSERVATION AND DEVELOPMENT TO ASSIST WITH
COMMUNITY ENGAGEMENT TO IDENTIFY AND ADDRESS HOUSING NEEDS
WHEREAS, the City of Springfield has upcoming deadlines by which it must complete a Housing
Capacity Analysis and Housing Production Strategy as required by Oregon Revised Statute (ORS)
197.296(3), and Oregon Administrative Rules (OAR) 660-008-0045, OAR 660-008-0050, and OAR 660-
008-0005 (6);
WHEREAS, Statewide Planning Goal 1 calls for the opportunity for citizens to be involved in all phases
of the planning process;
WHEREAS, the City must engage Consumers of Needed Housing and Producers of Needed Housing,
especially with regard to state and federal protected classes as required by OAR 660-008-0050 (2);
WHEREAS, Springfield and Eugene are scheduled to update the Consolidated Plan for years 2025-
2030 which includes an assessment of local housing, homelessness, and community development
needs, and identification of priority needs for use of federal funds;
WHEREAS, designating and zoning Climate Friendly Areas will affect housing in Springfield and must
include community engagement consistent with the requirements of OAR 660-012-0120 through 660-
012-0130 and include an engagement-focused equity analysis as provided in OAR 660-012-0135(3);
WHEREAS, the Oregon Legislature allocated funding to the Department of Land Conservation and
Development (DLCD) to assist local governments in critical housing planning work;
WHEREAS, DLCD is accepting applications from local governments to develop plans needed to support
housing production, affordability, and choice, including Housing Capacity Analysis and Housing
Production Strategies under Statewide Planning Goal 10; and
WHEREAS, planning assistance from DLCD could provide funding necessary for the City to obtain
assistance with engaging the community to identify and address housing needs.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SPRINGFIELD:
Section 1: The City Council supports engaging with the community to identify and address
housing needs and supports the application to DLCD for Planning Assistance to assist with this effort.
Section 2: The Community Development Division Director or designee is authorized to apply
to DLCD for Planning Assistance to comply with community engagement requirements in identifying
and addressing housing needs.
Section 3: This Resolution will take effect upon adoption by the Council.
ADOPTED by the Common Council of the City of Springfield this 26th day of June, 2023, by a
vote of 6 for and o against.
