HomeMy WebLinkAboutResolution 2023-28 CITY OF SPRINGFIELD, OREGON RESOLUTION NO. 2023-28 A RESOLUTION IN SUPPORT OF A GRANT APPLICATION SEEKING PLANNING ASSISTANCE FROM THE DEPARTMENT OF LAND CONSERVATION AND DEVELOPMENT TO ASSIST WITH CODE REQUIREMENTS FOR HOUSING IN MIXED USE ZONING DISTRICTS WHEREAS, Oregon Revised Statute (ORS) 197.307(4) requires that local governments adopt and apply clear and objective standards, conditions, and procedures regulating the development of"needed housing"; WHEREAS, ORS 197.303 (1) defines"needed housing"as all housing on land zoned for residential use or mixed residential and commercial use that is determined to meet the need shown for housing within an urban growth boundary at price ranges and rent levels that are affordable to households within the county with a variety of incomes„ including but not limited to households with low incomes, very low incomes and extremely low incomes, as those terms are defined by the United States Department of Housing and Urban Development under 42 U.S.C. 14371; WHEREAS, Springfield's Development Code Update project resulted in clear and objectives standards, conditions, and procedures for housing in residential zones but did not include updates to the mixed use zoning districts as that work was scheduled for Phase III of the Development Code Update Project; WHEREAS, the Oregon Legislature allocated funding to the Department of Land Conservation and Development (DLCD) to assist local governments in critical housing planning work; WHEREAS, DLCD is accepting applications from local governments to update local development codes to comply with applicable housing statutes and reduce regulatory barriers to housing production; and WHEREAS, planning assistance from DLCD could provide funding necessary for the City to obtain assistance with making the necessary amendments to the Springfield Development Code. NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SPRINGFIELD: Section 1: The City Council supports the project of updating the Springfield Development Code to include clear and objective standards, conditions, and procedures for housing in mixed use zoning districts and supports the application to DLCD for Planning Assistance to assist with this project. Section 2: The Community Development Division Director or designee is authorized to apply to DLCD for Planning Assistance for this Development Code Update project to comply with needed housing statutes. Section 3: This Resolution will take effect upon adoption by the Council. ADOPTED by the Common Council of the City of Springfield this 26th day of June, 2023, by a vote of 6 for and 0 against.
